POSITION HIGHLIGHTS
This is a full-time, 35 hours per week position on first shift, Monday-Friday. This is a hybrid position.
At DEEP, we are dedicated to conserving, improving and protecting our natural resources and the environment. Particularly within LAM, we are focused on conserving land, providing resources to partners for land conservation, and balancing the use of DEEP property with the myriad of important resources that they protect and provide for the public.
These positions will provide critical support for acquiring new lands to be owned by DEEP, handling DEEP property management matters and administrating grants to others for enhancing and protecting open space across Connecticut. For lands and waters which DEEP currently owns and controls, support will include responding to requests for the use of, and resolving unauthorized encroachments at, State held open space lands.
These positions offer a challenging and rewarding opportunity to collaborate across the agency to make a difference in natural resource and public benefit outcomes. The work associated with these positions is different every day, creating new and exciting opportunities to collaborate and expand one’s knowledge. PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection this class is accountable for independently performing a full range of tasks in the technical review and analysis of environmental program data and issues within the environmental field, developing recommendations on courses of action and assisting with the implementation of policy and program decisions.
In other state agencies this class is accountable for independently performing a full range of tasks in the technical review and analysis of environmental program data and issues, developing recommendations for courses of action and assisting with the implementation of policy and program decisions.
EXAMPLES OF DUTIES
- Conducts specialized historical, land records, GIS, and natural resource investigations
- Provides technical assistance for municipalities, other agencies, and private entities requesting use of DEEP-owned property
- Formulates environmental policies and management practices in conjunction with other agency departments
- Reviews projects for consistency with policies, plans and statutes
- Conducts negotiations to acquire property and property rights
- Makes recommendations for purchase offers
- Prepares leases, deeds, easements and other agreements related to land acquisition and property management
- Reviews appraisals, title work, surveys and engineering plans
- Conducts site investigations of encroachments, proposed land acquisitions, and other property management matters
- Coordinates state and federal grants programs
- Prepares federal and municipal grant applications, contracts and budget information
- Prepares reports and correspondence with various individuals and entities
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in a scientific or technical discipline related to the environmental field including but not limited to the biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to the biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for five (5) years of the General Experience.
- NOTE: Education may only be substituted for a total of five (5) years.
- For state employees one (1) year of experience as an Environmental Analyst 1 may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
- Experience simultaneously managing two or more projects with shifting priorities.
- Experience assessing conflicting resource concerns while negotiating legal document terms and property purchase agreements.
- Experience communicating technical, legal, appraisal and policy information to internal and external stakeholders.
- Experience administering and applying for grants.
- Experience implementing new approaches to address property, public use, environmental, or natural resource challenges.
- Experience performing municipal land records research and interpreting legal documents, property appraisals, maps, and engineering plans.
- Experience with the principles and practices of land acquisition by purchase, including conservation easements and real property title examination, abstraction and conveyance.
- Experience preparing easements, licenses, leases and deeds for land acquisition or property management.
- Experience navigating legal, political and financial project implications.
- Experience creating maps and analyzing data using ArcGIS software.
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
WORKING CONDITIONS
Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions.
