POSITION HIGHLIGHTS: 

§  Full time, 40 hrs. per week

   commuters, centrally located with easy access from major highways and by public

   transportation


THE ROLE:

As a Marketing Representative, you will be responsible for:

  • Negotiating and procuring contracts, developing new services, and presenting information for the Programs and Student Services division of the agency. 
  • Implementing an annual publication strategy to include an annual report as well as other publications to highlight the work of the agency.  
  • Managing the monthly recruitment calls and other efforts to build the communications and marketing capacity, curating and managing the agency’s Photo Gallery; 
  • Supporting event production for agency events; 
  • Brokering contracts to support media campaigns; 
  • Developing and designing frequent digital recruitment campaigns; designing a recruitment platform that engages the Public;
  • Issuing press releases and e-blasts to promote agency events; pitching stories to news media outlets regarding the impact of programs; 
  • Developing graphic elements, as necessary, for social media, PowerPoint presentations, and materials for other external audiences; 
  • Providing support, feedback, and amplification of marketing (ad campaigns, PSAs, special initiatives, recruitment marketing, etc.); 
  • Engaging with communications interns in support of marketing and recruitment efforts
  • Developing new products or services and presenting information regarding agency programs.


ABOUT US:

In the early 1980s, the Board of Governors for Higher Education became concerned about the lack of racial and ethnic diversity among the student bodies and professional staff of the state’s public colleges and universities. Following a study of relevant demographics, the Board developed its Strategic Plan to Ensure Racial and Ethnic Diversity in Connecticut Public Higher Education as a statement of organizational policy.   In March of 1983, the state legislature incorporated the goals of the Strategic Plan within the state’s general statutes {C.G.S. Section 10a-11}.  The Plan’s goals included a desire that students who enroll and graduate from each of the public institutions of higher education are representative of the racial and ethnic diversity of the total population of the state.

 

The State of CT Office of Higher Education(OHE), seeks to advance the promise of postsecondary education for all state residents, and to advocate on behalf of students, taxpayers, and the postsecondary schools and colleges which fall under its purview. The Office of Higher Education carries out its mission by assuring that students have access to postsecondary institutions which meet the highest standards of academic quality, by administering the state’s student financial aid programs, and by serving as an information and consumer protection resource.

Selection Plan

In order to be considered for this job opening you must be a current State of CT employee of the agency listed above for at least six (6) months of full-time service or full-time equivalent service, absent any applicable collective bargaining language, and meet the Minimum Qualifications as listed on the job opening.  You must specify your qualifications on your application.

For current state employees, salary calculations are not necessarily comparable from one of the three branches of state government (i.e., Executive, Legislative, Judicial) to the other.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for negotiating and procuring contracts, developing new products or services, and presenting information regarding agency programs.

EXAMPLES OF DUTIES

  • Plans, promotes and develops business opportunities for agency clients and customers; 
  • Surveys locations both for needed services and potential business; 
  • Establishes a marketing network and makes initial contacts with buyers, businesses and economic and community-based organizations; 
  • Negotiates product sales and services contracts and maintains liaison with customers to ensure quality of service; 
  • Develops and designs new products and/or services including making samples, preparing patterns and prototypes, developing pamphlets and other publications, working up pricing for materials, labor, shipping, overhead and/or services rendered; 
  • Develops, designs and distributes sales and promotional materials including flyers, brochures and newsletters; 
  • Develops and implements marketing strategies to promote products and services provided by agency; 
  • Speaks to business, community groups and other service organizations; 
  • Assists in fund raising activities; 
  • Coordinates volunteers or other staff to assist in sales or marketing at exhibits, fairs and special events; 
  • Oversees quality control of program to ensure compliance with product specifications and standards; 
  • May provide training to other agency personnel on marketed products and services; 
  • May make formal presentations at local, state or national level; 
  • May interact with educational groups in presenting and marketing informational products and services; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • current marketing principles and practices; 
    • retail and wholesale principles and practices including product development and promotion; 
  • Knowledge of
    • business operation including purchasing, bidding, contract preparation and/or review and bookkeeping; 
    • objectives of agency services and programs; 
    • principles of customer service; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in marketing, sales, industrial engineering and/or new product development.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in business management, marketing or other related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to work erratic work weeks including weekends and evenings.
  • Incumbents in this class may be required to travel.
