DISCOVER THE OPPORTUNITY TO:
- Direct the supervision and management of a multidisciplinary Outpatient Department within the Torrington site which additionally includes the newly embedded staff from our Recovery and Wellness program
- Collaborate with service providers in our contract agencies and community programs to coordinate planning and implement recovery oriented, person centered and trauma sensitive to clients in the service system
- Provide support and consultation to community based service providers who treat particularly high risk individuals with significant behavioral health, substance use, and trauma histories
- Regularly evaluate programmatic needs and implement changes based on identified needs
- Ensure compliance with policies and procedures developed within the network, and compliance with standards established by outside monitoring agencies
- Ensure DMHAS and WCMHN program polices and missions are operationalized
- Participate in the recruitment, selection, orientation, and retention of agency staff
- Monitor and evaluate work performed by staff
- Identify staff training needs

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Departments of Mental Health and Addiction Services and Developmental Services this class is accountable for directing a clinical division, a clinical discipline or a clinical program within a specified geographic area.
EXAMPLES OF DUTIES
- Manages the staff and operations of a clinical program, discipline or specialized area;
- Coordinates, plans and manages program activities;
- Formulates program goals and objectives;
- Develops or assists in the development and implementation of related policy;
- Interprets and administers pertinent laws;
- Monitors and evaluates staff;
- Prepares or assists in preparation of program budget;
- Maintains contacts with individuals both within and outside of program who might impact on program activities;
- Ensures program compliance with standards established by outside monitoring agencies;
- Participates in grant and contract preparation and administration;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Four (4) years of professional experience in Behavioral Health Care and a Master’s degree in a clinical discipline, public health administration, health care administration or hospital administration.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been supervising professional staff.
For state employees this experience is interpreted at the level of a Behavioral Health Unit Supervisor, Developmental Services Supervisor of Case Management, Nurse Supervisor or Supervising Clinician.
PREFERRED QUALIFICATIONS
- Experience supervising a multi-disciplinary team with professional and paraprofessional staff
- Experience supervising licensed clinical mental health providers
- Experience providing clinical and administrative supervision
- Experience ensuring clients with complex service needs have integrated services
- Experience utilizing interpersonal and communication skills
- Experience overseeing risk management in a fast paced, high energy work environment
SPECIAL REQUIREMENTS
Department of Developmental Services: Incumbents in this class may be required to maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse or psychologist.
Department of Mental Health and Addiction Services: Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
