Introduction


The State of Connecticut Department of Transportation (CTDOT) is now accepting applications for a Payroll Officer 2 position in our Payroll Unit, which provides payroll functions, including benefits, for DOT employees.

Position Details:
  • Full-time, 40 hours/week
  • Monday through Friday
  • Located at DOT Headquarters – 2800 Berlin Tpke, Newington, CT
  • This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. The Policy can be found here. 
  • Supervisors can expect to spend roughly half of their working hours, if not more, in the office in order to execute upon their job functions and supervise their team. Time in the office may fluctuate based on circumstances and the team being supervised. The ability to apply for telework continues to be available and the agency continues to provide reasonable accommodations for those who need them.
Position Responsibilities:
  • Schedule, assign, oversee, and review the work of payroll staff;
  • Determine priorities and plan unit work;
  • Conduct performance evaluations;
  • Utilize Core-CT STARS and EPM reporting modules for unit oversight and required agency reporting;
  • Provide staff training and assistance regarding payroll processing and benefits;
  • Oversee complex factors including bargaining units and 24/7, weekend, and shift differential employees;
  • Respond to employee inquiries regarding benefit and compensation information;
  • Calculate and process additional payments such as Longevity, retroactive salary adjustments, retirement accruals and termination payouts;
  • Establish and maintain unit procedures;
  • Act as liaison with other units, agencies, and outside officials regarding unit policies and procedures;
  • Manage competing priorities while meeting strict deadlines.

Selection Plan

In order to be considered for this job opening, you must be a current State of CT employee, who has worked for the state for at least six (6) months of full-time service or full-time equivalent service, absent any applicable collective bargaining language, and meet the Minimum Qualifications as listed on the job opening.  You must specify your qualifications on your application.


For current state employees, salary calculations are not necessarily comparable from one of the three branches of state government (i.e. Executive, Legislative, Judicial) to the other.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency, facility or institution this class is accountable for supervising a moderate to large size payroll operation or assisting in the supervision of a very large payroll operation.

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees and reviews work of staff;
  • Provides staff training and assistance;
  • Conducts performance evaluations;
  • Determines priorities and plans unit work;
  • Establishes and maintains unit procedures;
  • Develops or makes recommendations on development of policies and standards;
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
  • Prepares reports and correspondence;
  • Responsible for accuracy of payroll computations;
  • Responsible for closely supervising more complex portions of a payroll such as retroactive payments or garnishments;
  • Supervises payroll record keeping, coding and reconciliations;
  • Answers employees questions about payroll related matters;
  • Supervises control and distribution of paychecks;
  • Interprets and applies complex or ambiguous payroll policies and procedures including provisions of collective bargaining;
  • Assists in budget preparation by preparing payroll expenditure data;
  • May provide information and process paperwork relating to employee fringe benefits;
  • May be responsible for calculation of cost recovery for fringe benefits for federal or other funds; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • relevant agency policies and procedures;
    • and ability to apply state payroll procedures including those specifically related to each of various collective bargaining units;
  • Knowledge of
    • and ability to apply relevant state and federal laws, statutes and regulations;
    • governmental accounting principles and practices as applied to payroll operations and record keeping;
  • Considerable
    • interpersonal skills;
    • oral communication skills;
    • skill in performing arithmetical computations;
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in complex clerical work in accounting or payroll.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have included responsibility for the supervision of a payroll operation at the level of Payroll Officer 1.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.

PREFERRED QUALIFICATIONS

  • Experience processing payroll functions in Core-CT HRMS Module for the lifecycle of payroll. 
  • Experience supervising payroll unit employees.
  • Experience responding to agency employees’ payroll inquiries. 
  • Experience with benefit billing. 
  • Experience with Microsoft Office.

SPECIAL REQUIREMENTS

Persons having responsibility for supervising or observing the behavior of inmates or custodial individuals will be required to possess a high school diploma or General Educational Development (GED) certification by the time of permanent appointment.
