The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) Office of the Commissioner is searching for our next Healthcare Analytics Manager (PCN 87787) to join our team. This critical position will direct a team of PhD level research analysts who will produce ad hoc and regularly scheduled reports related to behavioral health services, the consumer survey, and other critical incidents as part of our Department of Evaluation, Quality Management and Improvement (EQMI). POSITION HIGHLIGHTS:
  • Work Schedule: Monday - Friday
  • Hybrid: Two Days in Office, 3 Days Work from Home
  • Work Hours: Full-time, 40 hours per week
  • Work Shift: First shift, 8:00 a.m. - 4:30 p.m.
  • Location: 410 Capitol Avenue, Hartford, CT

WHAT YOU'LL BE DOING:
  • Be responsible for reports that are used to educate and inform State and Federal policy, understand the consumer experience when in treatment, collect and analyze critical incident trends, and provide ad hoc data to internal and external stakeholders. The reports will also be used to support grant applications and federal reporting requirements, and to generate substantial state funding.
  • Directing a team of research analysts at various levels.
  • Evaluating and tracking desired outcomes associated with various funding sources.
  • Conducting a range of evaluation and analysis activities for DMHAS.
  • Reporting data to help meet requirements of state and federal agencies, including the Substance Abuse and Mental health Services Administration (SAMHSA).

The mission of the Evaluation, Quality Management and Improvement Division (EQMI) is to serve as the primary information and data resource center for DMHAS with regard to services provided and people served.

Our major functions include:

  • Development, reporting, and analysis of performance measures for services operated and funded by DMHAS
  • Regular reports and analysis of DMHAS system performance, service utilization, and trends
  • Development, oversight, and analysis of the DMHAS consumer survey
  • Administration of Federal Block Grants
  • Coordination of planning and priority setting activities

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Mental Health and Addiction Services and the Department of Children and Families this class is accountable for assisting in the management of a statewide program in a geographical area; accountable for assisting in the management of a specific behavioral health program or serving as a clinical team leader.

EXAMPLES OF DUTIES

  • Assists in directing staff and operations for special programs;
  • Coordinates, plans and manages program activities;
  • Assists in formulating policy and procedures relating to general administration of a managed service system;
  • Participates in the formulation of agency policy; 
  • Develops, implements and evaluates the goals and objectives consistent with agency mission and policy;
  • Interprets and administers laws pertaining to program;
  • Trains and evaluates staff;
  • Prepares and administers facility and community grant budgets;
  • Maintains contact with individuals, groups and other organizations which might impact on program operations;
  • Develops and maintains appropriate fiscal and programmatic mechanisms to ensure continuity of care to a defined population and appropriate allocation of resources;
  • Assesses staff needs for delivery of services;
  • Carries out policies and directives of department;
  • Assists in coordinating, planning and managing administrative and/or fiscal and clinical activities;
  • Ensures compliance with internal agency and accrediting bodies' standards;
  • Participates in the recruitment and hiring of staff, including outreach, interview and selection;
  • May assume a leadership role for agency system wide program development and administration activities;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in business or health care administration, program development involving responsibility for financial management, budget development or grants management, professional health care or social services.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) years of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in public or health care administration, a Master's degree in business administration with a specialization in health services or hospital administration, a Master’s degree in social work or a Master's degree in a related health care discipline may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience analyzing large data sets and explaining analysis verbally and in writing
  • Experience with data visualization
  • Experience using various software applications used for data analysis
  • Experience researching data components in support of grant management
  • Supervisory experience

SPECIAL REQUIREMENTS

Incumbents in this class may be required to possess appropriate current licenses or certifications.
