Introduction


The State of Connecticut, Department of Emergency Services and Public Protection, Division of State Police is currently recruiting for the position of State Police Master Sergeant at multiple locations across the State.  

Individuals promoted to the rank of State Police Master Sergeant may be assigned as the Executive Officer, for any one of the 11 Troop Commanding Officers, or within a Specialized Unit, and possibly other assignments within the Division of the Connecticut State Police. Work hours are dayshift administrative schedule (5/3-5/2), with opportunities to work Troop overtime as a supervisor and HCP.  

State Police Master Sergeants primary responsibility is for scheduling personnel, managing non-sworn staff, and maintaining the facilities and grounds.  DESPP is committed to protecting and improving the quality of life for all by providing a broad range of public safety services, training, regulatory guidance and scientific services utilizing enforcement, prevention, education and state of the art science and technology.

Since 1903, the Connecticut State Police (CSP) has provided a full range of law enforcement services to the State of Connecticut.  The Division of State Police is comprised of three (3) Districts; Western, Central and Eastern.  There are currently eleven (11) Troops located throughout the state with State Police sworn members providing primary law enforcement services in 77 of the 169 municipalities in Connecticut.   Additionally, the CSP provides major crime, emergency services, cause and origin investigations and traffic and truck enforcement to the entire state.  

This announcement will be used to create a pool of candidates to full future vacancies within DESPP, Division of State Police.  To be considered for these opportunities at any location to the class of State Police Master Sergeant, you must submit a complete application through JobAps before the closing date.  Permanent assignment to any of these vacancies are subject to all mandatory requirements.

Selection Plan

In order to be considered for this job opening, you must be a current State of Connecticut employee of the Department of Emergency Services and Public Protection (DESPP), who by July 12, 2024 has six months of full-time or full time equivalent service, absent any applicable collective bargaining language and meet the Minimum Qualifications as listed on the job opening.  

Selection Process

Interested candidates must successfully submit their application to the State of Connecticut within the filing period to be considered for hire.

Candidate Orientation Session: This session is designed to familiarize eligible candidates and provide an overview of the testing components that are the focus and basis of the examination process. Candidates will have the opportunity to ask questions at the end of the session. 

The expected duration of the orientation session is 1 to 2 hours, with the possibility of multiple sessions being scheduled based on the number of qualified applicants.

  • This session will be recorded for future use by candidates.
Examination Components:  Qualified applicants must participate in all parts of the examination to receive a final score on the examination.

Assessment Center: Anticipated to be held the week of August 26 - 29, 2024.

This is a standardized tool for evaluating behavior through a series of exercises that simulate real-life job tasks or situations. Candidate's responses to the exercises are evaluated by trained assessors who observe, record, classify and score the candidates observable behaviors against valid and objective scoring criteria. An example of an exercise candidates may partake in is:

Critical Incident - this type of exercise is designed to assess one's ability and readiness to take command of and run an emergency scene or tactical situation. Candidates are given scenarios/problems to which they must respond.  

Additional information regarding the assessment center and its schedule will be provided via email and at the candidate orientation session.  Please continue to monitor your email including your spam/junk folder and personal status board in JobAps for further communication regarding the scheduling of the assessment center. 

There will be no make-up assessment center except in very rare situations, where an applicant has a legitimate reason for not attending the regularly scheduled assessment center such as active military duty, serious illness or injury, death in the immediate family, or an accident the day of the assessment center.  Documentation will be required (e.g., military orders, medical certification, police report, etc.) prior to the date of the assessment center, except in critical situations occurring the day of the assessment center.  For those critical situations occurring the day of the assessment center, documentation will be required by close of business the first business day following the assessment center.  DAS has final authority to approve or deny all make-up requests.

Certified List: Upon conclusion of the assessment center, the Department of Administrative Services will certify an eligible list in order of ranked score.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Emergency Services and Public Protection, Division of State Police this class is accountable for serving as an executive officer in a troop, administrative sergeant of a district or the deputy commanding officer/commanding officer in a specialized unit.

    EXAMPLES OF DUTIES

    • Serves as assistant to commanding officer in a troop, district or specialized unit; 
    • Performs and supervises daily administrative functions; 
    • Schedules and directs effective assignment and utilization of personnel, equipment or facilities; 
    • Assigns and reviews work for conformance with guidelines and regulations; 
    • Interprets laws, rules and regulations to subordinates and the general public; 
    • Provides for training and development of personnel; 
    • Coordinates and supervises development and implementation of special police projects and programs; 
    • Develops and disseminates administrative directives and guidelines; 
    • Assists in promoting and maintaining public relations with news media, public officials, other agencies and the general public; 
    • Responds to complaints and inquiries; 
    • Represents State Police at meetings with other social service and law enforcement organizations; 
    • Prepares and reviews reports and correspondence; 
    • Orders supplies and equipment; 
    • Maintains inventory; 
    • Secures contractual services; 
    • Maintains vehicle control; 
    • Directs clerical and recordkeeping activities; 
    • May assist in command of crime or accident scenes or incidents involving police personnel, directing investigation activities as required; 
    • May act as commanding officer as required; 
    • Performs related duties as required.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    One (1) year of experience as a State Police Sergeant.

    SPECIAL REQUIREMENTS

    Incumbents in this class must possess and retain a Connecticut Motor Vehicle Operator's License.

    PHYSICAL REQUIREMENTS

    Incumbents in this class must possess sufficient strength, stamina, agility and endurance to perform all the duties of the class.
