We are seeking individuals with a desire to learn law enforcement operations who have an educational background in accounting or auditing.

POSITION HIGHLIGHTS
This is a full-time position with a first-shift schedule of 7:00am-3:00pm, Monday through Friday, although cases may demand occasional evening or weekend hours.

This position will be located in Hartford, CT with hybrid opportunities available.

YOUR ROLE
Learn the role of a Tax Enforcement Agent in the Criminal Investigation Division (“CID”) of the Legal Services Bureau. The successful candidates will be assigned to the Master Settlement Agreement (MSA) Unit and be responsible for learning the enforcement of all Connecticut laws pertaining to the sales and possession of cigarettes and other tobacco products (“OTP”). Become a certified police officer by going to the academy.

Selection Plan

Position-specific notes:
  • A valid Motor Vehicle Operator license is required. Selected candidates will be required to travel.
  • Employment will be contingent upon the successful completion of a pre-employment physical examination, drug testing, polygraph examination, as well as a federal and state tax compliance check and a criminal background check. Applicants may also be required to pass a physical agility test.
  • Successful completion of all phases of the selection process means that you are eligible to be considered for final appointment as a Tax Enforcement Agent. If you are selected as a Connecticut Careers Trainee (Protective Services), you will enter the physically and mentally demanding training program at the State Police Academy. This program lasts a minimum of twenty-eight (28) weeks which includes classroom instruction, practical exercises and physical conditioning. Note, trainees are required to live at the Academy, Monday through Friday.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional position.

EXAMPLES OF DUTIES

  • Conducts difficult and complex investigations related to cigarette taxes, participates in federal/state/local task forces dealing with federal or state cigarette, tobacco and/or money laundering crimes;
  • Conducts investigations employing forensic accounting, open source/social media exploitation, computer and cell phone analytics; organizes and operates undercover sting operations;
  • Performs extensive physical and/or electronic surveillance; gathers evidence; takes statements;
  • Prepares summaries and reports of investigations for case records including recommendations for tax assessments;
  • Obtains arrest and/or search and seizure warrants;
  • Prepares operational plans for the execution of search and seizure warrants and arrest warrants;
  • Makes onsite warrantless arrests and arrests on the strength of signed arrest warrants;
  • Provides recommendations and guidance for prosecution and application of penalties in civil cases;
  • Executes state tax warrants through garnishment of wages, attachment or seizure of tax debtor assets.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Candidates must be able to meet the experience and training requirements of the designated job class at the completion of the development program.

PREFERRED QUALIFICATIONS

  • Bachelor's degree in accounting or auditing;
  • Bi-lingual in Spanish or Arabic.
