Introduction


The State of ConnecticutOffice of the Chief Medical Examiner (OCME) is a free-standing, modern facility located on the UCONN Health Center Campus in Farmington, CT.  The office is a state-wide medical examiner system charged with the investigation of sudden and unexpected deaths that, by statute, fall under our jurisdiction. 

We are seeking one (1) part-time Special Investigator (Medical Examiner) to work in our facility located at 11 Shuttle Rd. Farmington, CT 06032 with the following schedule:
      #Position Schedule:  (occassional holiday coverage required)
          *2nd Shift - Saturday and Sunday, 3:00pm - 11:30pm
  *1st Shift - Tuesday 7:00am - 3:30pm
       #24 hours per week

THIS ROLE IS FOR YOU IF:
  • You have experience/familiarity with investigatory methods and techniques, and medical terminology.  
  • You possess a valid Connecticut Motor Vehicle Operator’s License and are available for in-state travel.  
  • You are physically fit to perform some lifting. 
  • You are willing to undergo periodic tests or immunizations for communicable diseases as necessary.  
  • Are aware of the possible exposure/risk of injury from such elements as toxic vapors or broken glass and disagreeable conditions, including communicable infectious diseases.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency or quasi-public entity this class is accountable for independently performing a full range of tasks in conducting investigations related to alleged violations of state laws and regulations or sudden and unexplained deaths.

EXAMPLES OF DUTIES

  • Visits scene of death;
  • Reviews medical records;
  • Conducts investigations related to assigned complaints, alleged violations of state laws and regulations or sudden and/or unexplained deaths;
  • Interviews witnesses, complainants, medical and hospital personnel and others to obtain information;
  • Secures evidence in form of statements, documents, records and exhibits which may be used in administrative hearings and/or court proceedings;
  • Researches, collects and evaluates data;
  • Compiles information;
  • Writes reports and recommends appropriate corrective action;
  • Answers public inquiries; 
  • May serve as photographer in routine cases;
  • May prepare affidavits and applications for arrest warrants;
  • May prepare search and seizure warrants;
  • May issue citations;
  • May testify at hearings and in court;
  • May conduct surveillance;
  • May secure samples for testing;
  • May conduct legal research;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of investigatory experience in a medicolegal investigative agency, police or military setting involving sudden and/or unexplained deaths.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in forensic science may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • American Board of Medicolegal Death Investigations Certification.
  • Experience with Microsoft Office, web-based systems.
  • Experience adapting to high stress and traumatic situations.
  • Experience working in a medical examiner/coroner office.
  • Prior experience working in a medical setting.
  • Experience reviewing medical records/medical terminology.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to be a Notary Public.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

CHARACTER REQUIREMENTS

In addition to the checking of references and facts stated in the application a thorough background investigation may be made before persons are certified for appointment.

WORKING CONDITIONS

Incumbents in this class may be exposed to disagreeable conditions and occasionally lift bodies.
