Introduction
The State of Connecticut, Department of Administrative Services (DAS), is now accepting applications to fill an anticipated vacancy for a Durational Information Technology Analyst 3 (ITA3). This role will support the Department of Emergency Services and Public Protection (DESPP) joining the team within the Division of Scientific Services located in Meriden, CT.
Incumbent will be placed in vacancy under durational appointment with anticipated end dates of 12 months. This appointment may be extended. Benefits and leaves will be subject to the appropriate collective bargaining contract language and Connecticut General Statues.

- This will be a hybrid role, with a combination of in-office and telework, in accordance with the Telework Policy. The Policy can be found HERE.
- This is a grant-funded position with an end date of September 30, 2025.
THE ROLE
The Information Technology Analyst 3 will be performing support that includes:
- Building server applications;
- Developing User Interface (UI) Applications and Professional Web Applications;
- Installing and creating server objects, data sources and data sets;
- Supporting laboratory software and applications;
- Creating Technical Design Documents.

The Department of Emergency Services and Public Protection is committed to protecting and improving the quality of life for all by providing a broad range of public safety services, training, regulatory guidance and scientific services utilizing enforcement, prevention, education and state of the art science and technology.
The Division of Scientific Services provides forensic support to local, state and federal agencies throughout Connecticut.
This Division is divided into five sections:
- The three analytical sections are the Chemical Analysis Section (including toxicology, controlled substances, and fire debris/ignitable liquid residue), the Forensic Biology/DNA Section, and the Identification Section (including computer crimes).
- The two non-analytical sections are the Quality Section and the Laboratory Support Services Section (including administration, evidence receiving, and case management).

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency Information Technology (IT) environment this class is accountable for performing the most complex and technical support work and/or acting as a working supervisor of Information Technology Analysts engaged in information systems development or technical support.

All Functional Areas
- Diagnoses host system problems and develops and coordinates resolutions;
- Manages planning, analysis, design, selection, installation and implementation of new technologies;
- Evaluates new technologies;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience in information technology (IT) operations, programming, systems/software development or another IT-related field.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been at the full professional working level with responsibility for performing a full range of complex technical support functions in such areas as: assisting in the design, implementation and management of a major communications network; providing technical and administrative support for a wide area network (WAN) or mini-computer system; assisting in the installation and maintenance of major sub-systems or installing and maintaining other host and/or network software; participating in the design and development of system applications; serving as a project coordinator responsible for coordinating the design, development, programming and implementation of moderately complex information systems projects; performing any closely related complex technical support function.
NOTE: For state employees this experience is interpreted at the level of an Information Technology Analyst 2.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in management information systems, computer science or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience developing user interface (UI) and web applications.
- Experience with Object-Oriented principles, design practices, including object modeling, use cases, and activity diagrams.
- Experience throughout all phases of System Development Life Cycle (SDLC).
- Experience utilizing web services including SOAP UI, Swagger, and Restful APIs.
- Experience with SQL Server Database.
- Experience working with confidential or privileged information.
