The Department of Emergency Services & Public Protection (DESPP), Division of State Police is currently recruiting for the position of State Police Sergeant in multiple locations throughout Connecticut.  These positions are full-time, and could be on either first (1st), second (2nd) or third (3rd) shift assignments and are available to current employees within the Division of State Police. DESPP is committed to protecting and improving the quality of life for all by providing a broad range of public safety services, training, regulatory guidance and scientific services utilizing enforcement, prevention, education and state of the art science and technology.

Since 1903, the Connecticut State Police (CSP) has provided a full range of law enforcement services to the State of Connecticut.  The Division of State Police is comprised of three (3) Districts, Western District, Central District, and Eastern District.  There are currently 11 troops located throughout the state with State Police troopers providing the primary law enforcement services in 79 of the 169 municipalities in Connecticut. 


Additionally, the CSP provides major crime, emergency services, cause and origin investigations and traffic and truck enforcement to the entire state. This announcement will be used to create a pool of candidates to fill future vacancies within DESPP, Division of State Police.  To be considered for these opportunities at any location to the class of State Police Sergeant, you must submit a complete application through JobAps before the closing date.  Permanent assignment to any of these vacancies are subject to all mandatory requirements.

Selection Plan

In order to be considered for this job opening, you must be a current State of Connecticut employee of the Department of Emergency Services and Public Protection (DESPP), who by July 26, 2024 has at least six (6) months of full-time service or full-time equivalent services, absent any applicable collective bargaining language, and meet the Minimum Qualifications as listed on on the job opening. Candidate Orientation Session: Anticipated Date - Friday, August 16, 2024 (9:00am - 10:00am)


This session is designed to familiarize eligible candidates and provide an overview of the testing components that are the focus and basis of the examination process. Candidates will have the opportunity to ask questions at the end of the session. 

 

The expected duration of the orientation session is 1 to 2 hours, with the possibility of multiple sessions being scheduled based on the number of qualified applicants. 

  • Location: Virtual
  • Notification: You will be sent notification via email on how to access the virtual orientation.
  • Note, this session will be recorded and shared for all candidates to view at a their convenience.

Examination Components:  Qualified applicants must participate in all parts of the examination to receive a final score on the examination.

Written Test: Anticipated Date - Week of September 16 - 19, 2024


A written test will be held virtually using a personal computer in a private setting of an applicant's choosing.  All computers must be able to connect to the internet and have a working webcam and microphone to fully connect to and access to the virtual environment. Applicants will be monitored during the test to ensure the safety and security of the test. 

Note: A pass point may be established for the written test. If a pass point is established, only those passing the written test will move on to the assessment center. 


The basic study materials recommended for this examination as of the posting date are:

  • Administrative & Operations Manual - General Orders - Training Bulletins
  • Connecticut General Statues related to Criminal Law, Criminal Procedure, Motor Vehicles and Public Safety
  • State Police Union Contract
  • Hess, Karen (5th or 6th edition). For the Record:  Report Writing in Law Enforcement.

There will be no make-up written tests except in very rare situations, where an applicant has a legitimate reason for not attending the regularly scheduled written test such as active military duty, serious illness or injury, death in the immediate family, or an accident the day of the written test.  Documentation will be required (e.g., military orders, medical certification, police report, etc.) prior to the date of the written test, except in critical situations occurring the day of the written test.  For those critical situations occurring the day of the written test, documentation will be required by close of business the first business day following the written test.  DAS has final authority to approve or deny all make-up requests.


Assessment Center: Anticipated Date - Weeks of October 28 - November 8, 2024


This is a standardized tool for evaluating behavior through a series of exercises that simulate real-life job tasks or situations. Candidate's responses to the exercises are evaluated by trained assessors who observe, record, classify and score the candidates observable behaviors against valid and objective scoring criteria. An example of an exercise candidates may partake in is:


  • Critical Incident - this type of exercise is designed to assess one's ability and readiness to take command of and run an emergency scene or tactical situation. Candidates are given scenarios/problems to which they must respond.

Certified List: Upon conclusion of the written test and assessment center, the Department of Administrative Services will certify an eligible list in order of ranked score.  


Reminders and Notes:

  • Applicants on active military duty should contact DAS.SHRM@CT.Gov to discuss the possibility of special testing accommodations.  Special testing accommodations for active military personnel should be requested during the application filing period if possible.  If not possible, special testing accommodations must be requested within 4 weeks of return from active military service.  Copies of military orders will be required for all requests.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Emergency Services and Public Protection, Division of State Police this class is accountable for supervising the work of assigned police and civilian personnel in a troop or specialized unit/section.

EXAMPLES OF DUTIES

  • Supervises, schedules, assigns and reviews work of assigned personnel;
  • Interprets laws, rules and regulations to subordinates and the general public;
  • Reviews reports prepared by subordinates;
  • Follows up on special assignments to ensure completion;
  • Supervises continual training and development of personnel;
  • Keeps records and submits periodic relevant reports to commanding officer;
  • Maintains liaison with other agencies, news media or the public;
  • May investigate complaints of employee misconduct and initiate disciplinary action;
  • May supervise clerical and recordkeeping functions on assigned shift;
  • May review laws, rules and regulations and recommend necessary revisions;
  • Performs related duties as required.
AT A TROOP:
  • Acts as shift supervisor for troopers responsible for criminal investigation and patrol;
  • Supervises collection and preservation of evidence for court presentation; 
  • Responds to fatalities or other critical incidents;
  • Assists in coordinating troop activities;
  • Interacts with various social and regulatory agencies;
  • Assists in reviewing operational plans for major crimes or natural disasters and recommends necessary revisions;
  • May perform police patrol duties;
  • May represent troop at meetings with other law enforcement agencies or organizations;
  • May be responsible for proper operation of radio or telephone monitoring systems;
  • Performs related duties as required.

MINIMUM QUALIFICATIONS

Four (4) years of experience as a Connecticut State Police Trooper above the level of State Police Trooper Trainee.

SPECIAL REQUIREMENTS

Incumbents in this class must possess and retain a current Connecticut Motor Vehicle Operator's license.

PHYSICAL REQUIREMENTS

Incumbents in this class must possess sufficient strength, stamina, agility and endurance to perform all the duties of the class.

WORKING CONDITIONS

Incumbents in this class may be exposed to danger of assault or injury from assaultive/abusive criminals; may be exposed to risk of injury from automobile or other accidents; may also be exposed to discomforts including working in tiring positions, disagreeable environmental conditions, etc.
