The State of Connecticut, Department of Administrative Services (DAS), is now accepting applications for a Criminal Justice Information System Business Analyst (Information Technology Analyst 2). This role will support the Connecticut Criminal Justice Information System Governing Board located in Hartford, CT.

  • This will be a hybrid role, with a combination of in-office and telework, in accordance with the Telework Policy. The Policy can be found HERE.
  • Some travel to area police departments and state agencies is anticipated 
THE ROLE
This role will serve as a Business Analyst, committed to the security and advancement of our Criminal Justice system, to provide expertise for the Criminal Justice Information Systems Governing Board. The Business Analyst plays a crucial role in bridging the gap between the technical and operational aspects of criminal justice information systems, ensuring that these systems effectively support the needs of the justice community while maintaining compliance and efficiency.
The Business Analyst will be a key member of the Criminal Justice Information System (CJIS) Governing Board staff, responsible for requirements gathering and analysis, process improvements, system design documentation including specifications, data analysis and reporting, testing and quality assurance support, project management support, and stakeholder communication. The role requires an understanding of criminal justice information systems, strong research skills, and the ability to effectively document and organize complex subject matter in a coherent manner for use by team members in developing and maintaining information technology products.



ABOUT US
The Connecticut Criminal Justice Information System (CJIS-CT) Governing Board, created by Public Act 99-14 in 1999, is directed to primarily engage in activities that constitute the administration of information sharing. The CJIS-CT Governing Board’s mission is to provide information sharing services to the Connecticut criminal justice community. The CJIS-CT Governing Board is statutorily authorized to develop plans, maintain policies, and provide direction for the efficient operation and integration of Criminal Justice Information Systems, whether such systems service a single Agency or multiple Agencies in accordance with the Connecticut General Statutes § 54- 142q(f). CJIS-CT has developed and oversees the operation of the Connecticut Information Sharing System (CISS), and other justice information technology applications. These nation-leading projects facilitate the sharing of law enforcement and criminal justice information between state agencies and boards and commissions having cognizance over matters relating to law enforcement and criminal justice, and organized local police departments. 

Selection Plan

For current state employees, salary calculations are not necessarily comparable from one of the three branches of state government (i.e. Executive, Legislative, Judicial) to the other.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency Information Technology (IT) environment this class is accountable for independently performing a full range of information technology tasks and project coordination work involving infrastructure systems support, security and application development in an IT environment.

EXAMPLES OF DUTIES

  • Requirements Gathering and Analysis: Collaborating with stakeholders (law enforcement agencies, legal entities, government bodies) to gather and document business requirements for new systems or enhancements to existing systems. 
  • Process Improvement: Analyzing current business processes and workflows to identify areas for improvement, ensuring efficiency and compliance with legal and regulatory standards. 
  • System Design and Specification: Working with technical teams to design system specifications that meet the documented requirements. This includes defining data models, workflows, user interfaces, and integration points. 
  • Data Analysis and Reporting: Analyzing data trends and patterns within the CJIS to support decision-making, policy formulation, and operational improvements. Generating reports and dashboards for stakeholders. 
  • Stakeholder Communication: Acting as a liaison between the business side (e.g., criminal justice professionals) and the technical side (e.g., IT developers) to ensure clear communication and understanding of requirements and constraints.
  • Project Management Support: Assisting in the planning, coordination, and execution of projects related to CJIS. This includes creating project plans, timelines, and tracking progress. 
  • Testing and Quality Assurance: Helping to develop test plans to ensure that the systems meet business requirements and function correctly. This includes functional, integration, and user acceptance testing. 
  • Training and Documentation: Preparing user manuals, training materials, and conducting training sessions for end-users to ensure they can effectively use the CJIS.
  • Regulatory Compliance: Ensuring that systems and processes comply with local, state, and federal regulations related to criminal justice information and data privacy/security standards. 
  • Problem-Solving: Identifying and resolving issues that arise during the implementation and maintenance of CJIS, providing support to users as needed. 

For All Functional Areas

  • Acts as liaison to hardware and/or software vendors, system developers, programmers and user community; 
  • Evaluates and recommends products; 
  • Participates in Request for Proposal (RFP) process; 
  • Assists in estimating cost for annual budget; 
  • Identifies and implements opportunities for cost savings; 
  • Conducts system performance analysis, tuning and storage management; 
  • Assists staff and customers in use of computer systems and software packages; 
  • Trains operators, IT staff and end users on new procedures; 
  • Participates in recovery activities; 
  • Participates in the evaluation of new, related technologies; 
  • Analyzes requirements and designs systems; 
  • Participates in or coordinates project planning sessions with customers, analysts and team members to analyze requirements and provide design recommendations for moderately complex systems; 
  • Provides technical consultation on moderately complex issues regarding the usage of the infrastructure, integration of applications systems into the infrastructure, etc.; 
  • Participates in system integration testing of operating system, system utilities, hardware upgrades as well as new software and hardware technologies; 
  • Works with project team to define and design scope for each project; 
  • Plans, coordinates and schedules assigned projects;

Systems Programming

  • Provides second or third level support for network connectivity, or related network issues for the user community; 
  • Diagnoses and resolves moderate network problems utilizing traces, hardware diagnostic tools, software aids, network management systems and utilities; 
  • Coordinates the installation and maintenance of network components; 
  • Analyzes network activity; 
  • Analyzes capacity planning and facilities bandwidth requirements and system interdependencies; 
  • Manages, maintains and contributes to network system documentation; 
  • Develops back-up procedures for LAN servers; 
  • Analyzes the recovery and reliability capability of systems and network services and makes recommendations for improvement; 
  • Recommends hardware and software purchases in support of remote access; 
  • Configures and certifies wiring; 
  • Participates in projects which calls for troubleshooting, installing, implementing, administering, and maintaining network systems; 
  • Assigns file access controls, encryption keys and other security attributes; 
  • Maintains host and/or front-end processor communications software; 
  • Provides support to customers experiencing problems with hardware, operating systems and related utilities in servers; 
  • Assists in installation and maintenance of performance monitors, schedulers, program management systems and utilities, report generators and compilers; 
  • Configures and installs application packages; 
  • Coordinates and/or performs installation and configures operating systems, new software releases, system upgrades and patches in support of hardware products; 
  • Coordinates backups and file management with operations staff; 
  • Proactively tunes operating systems and system components to avoid performance problems; 
  • Writes utilities for system management, reporting, file clean up and auditing; 
  • Provides and maintains documentation and manuals necessary at operational level; 
  • Responsible for standards and design of physical data storage, maintenance, access and security administration;

Software Development

  • Performs functions in support of platform recoverability assessments and Business Impact Analysis (BIA) to determine and assess the impacts associated with disruptions to business functions; 
  • Performs functions in support of risk analysis of IT environments by assessing administrative, technical and physical safeguards;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in information technology (IT) operations, programming, systems/software development or another IT-related support area.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been performing professional information technology work in such areas as:  installation and support of microcomputer hardware, software and operating systems; analysis, design and development of information systems; network hardware and software installation and support; network hardware and/or software problem diagnosis and resolution; performing any closely related professional IT function. 

NOTE: For state employees this experience is interpreted at the level of an Information Technology Analyst 1.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in management information systems, computer science or information technology-related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Possession of a Bachelor’s degree in criminal justice, information technology, or business administration.
  • Experience as a business analyst within information technology domains.
  • Experience with criminal justice information systems.
  • Experience with information technology system requirements gathering and translating business needs into technical specifications.
  • Experience communicating and interacting with law enforcement officials, IT professionals, and government agency personnel.
