Position Details:
  • Location is based at 450 Columbus Blvd. in Hartford, CT
  • Full-time 40-hours per week: Monday through Friday, 7:30am-4pm

The Role:
The Special Investigator will report directly to the Gaming Division Director and Assistant Director to support all aspects of programmatic effort including, but not limited to, conducting investigations of licensee complaints in concert with division criminal investigators assembling investigative reports for DCP legal hearing, supporting, and conducting internal and external liaison with other DCP Gaming and agency employees, industry stakeholders, licensees, the public, and others.  This Special Investigator will also be responsible for:  
  • Conducting special investigations such as contact tracing, overtime/standby irregularities, and other forms of internal waste and fraud  
  • Assist the Sports Wagering & Online Gaming Unit and Gaming Division Criminal Investigators with research for ongoing investigations
  • Investigating breaches of license by licensee, breaches of regulation and breaches in legislation that may lead to denial of revocation of licensure or other consequences.
  • Gathering information and evidence, collate and analyze material
  • Coordinating and liaising with gaming industry licensees and other stakeholders
  • Any other duties assigned by the Director or Assistant Director
About the Gaming Division:
The DCP Gaming Division is responsible for regulating legal gambling programs in Connecticut which is comprised of casinos, lottery, off-track betting, sports wagering, online gaming and fantasy contests. This is accomplished through a rigorous program of game and system approvals, licensing, inspections, monitoring, audits, and investigations which are conducted to best safeguard consumer interest and integrity of the gaming process.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency or quasi-public entity this class is accountable for independently performing a full range of tasks in conducting investigations related to alleged violations of state laws and regulations or sudden and unexplained deaths.

EXAMPLES OF DUTIES

  • Conducts investigations related to assigned complaints, alleged violations of state laws and regulations or sudden and/or unexplained deaths;
  • Interviews witnesses, complainants, medical and hospital personnel and others to obtain information;
  • Secures evidence in form of statements, documents, records and exhibits which may be used in administrative hearings and/or court proceedings;
  • Researches, collects and evaluates data; compiles information;
  • Writes reports and recommends appropriate corrective action; answers public inquiries;
  • May prepare affidavits and applications for arrest warrants;
  • May prepare search and seizure warrants;
  • May issue citations;
  • May testify at hearings and in court;
  • May conduct surveillance;
  • May secure samples for testing;
  • May conduct legal research;
  • Performs related duties as required.
DEPARTMENT OF LABOR:
  • Inspects, investigates and licenses private employment agencies.
DEPARTMENT OF PUBLIC HEALTH:
  • Confers with consultants for professional opinion on standard of care; examines, analyzes and evaluates complex medical records.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of investigatory experience in health care, insurance claims, law enforcement or a regulatory field.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in consumer protection, health care, law enforcement or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Experience preparing reports summarizing investigative findings in a gaming environment, such as online gaming, lottery, casino properties, parimutuel parlors, or sports wagering facilities.
  • Experience analyzing gaming management and back-office software to investigate gaming abuses, frauds or irregularities.  
  • Experience evaluating internal controls and operating procedures used in the gaming industry.
  • Experience preparing or presenting evidence for administrative hearings or criminal proceedings.
  • Experience researching, extracting, and interpreting data obtained from gaming systems.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to be a Notary Public.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
