Introduction



The State of Connecticut, Department of Children and Families (DCF) is hiring a highly motivated Database User Liaison to serve as the first line of support to staff with our DCF's primary database systems (currently including LINK, Provider Information Exchange (PIE) and ultimately CT-KIND).

Position Highlights:
  • Full-time, 40 hours per week
  • First (1st) shift
  • Monday - Friday
  • 8:00am - 5:00pm (including 1 hour lunch)
  • Hartford, CT
The Role:
Incumbents will spend a majority of time supporting data quality efforts required under state and federal statute, while also being a source of information to staff about navigating specific databases tailored to support the agency mission. Database User Liaisons troubleshoot data entry problems with staff, respond to staff inquiries about database issues, determine the nature of database problems (data entry issue or program bug), assist staff and/or IT to correct erroneous data, and test changes from information technology staff to database application. 

NOTE: This class is distinguished from information technology classes in that incumbents utilize knowledge gained by processing agency forms and documents into the supported database application. Incumbents do not support the application from a technical or application development standpoint, but from the perspective of a user.

This position will be filled in accordance with contractual language, reemployment, SEBAC, transfer, promotion and merit employment rules.

For current state employees, salary calculations are not necessarily comparable from branch to branch but it does not impact your state service credit.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Administrative Services, Children and Families, Emergency Services and Public Protection and Veterans Affairs, this class is accountable for independently performing a full range of tasks associated with serving as a resource to agency staff on the proper use of an agency wide database application.

EXAMPLES OF DUTIES

  • Serves as first line of contact for staff using database; 
  • Responds to staff inquiries about database; 
  • Troubleshoots data entry problems with staff; 
  • Determines nature of staff problem (data entry issue or program bug); 
  • Routes technical issues to appropriate information technology staff; 
  • Assists staff with data entry of information; 
  • Guides staff through data entry screens and fields; 
  • Forwards programming problems to information technology staff; 
  • Tests changes from information technology staff to database application; 
  • Recommends changes for efficient screen flow; 
  • Identifies deficiencies in processing while testing database revisions; 
  • Tracks user issues, including issues found while testing the application; 
  • Trains staff on database use and changes; 
  • Serves as a liaison between agency users and information technology staff for system enhancements; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of agency specific processing methodology; 
  • Knowledge of
    • office systems and procedures; 
    • applications, functions and procedures related to agency; 
    • agency specific terminology; 
  • Skills
    • interpersonal skills;

  • Considerable ability to operate office equipment including personal computers, computer terminals and other electronic equipment;

    • examine documents for accuracy and completeness; 
    • operate office suite software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Three (3) years of clerical experience.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must be at the level of Office Assistant at the agency with the database application or in the operation of electronic telephone systems.

PREFERRED QUALIFICATIONS

  • Experience with customer support.
  • Experience with data quality reviews, and data validation.
  • Experience with testing software applications.
  • Experience with utilization of LINK database including navigating and searching.
  • Experience utilizing DCF reporting systems such as LINK, ROM, and Mindshare.
