The State of Connecticut, Department of Transportation (DOT), invites its agency employees to apply for a Transportation Planner 2 position in a newly formed Linear Referencing Systems (LRS) Unit, part of the Office of Roadway Information Systems.  This position is being created within the Bureau of Policy & Planning, at our headquarters, located in Newington CT. The focus of this unit is to manage, analyze and maintain various transportation related data in a LRS geospatial format in order to provide other Bureaus across the Department with reliable, and accurate data to make informed project and program investment decisions.

  • Full-time, 40 hours per week
  • P-4 (Engineering and Scientific) bargaining unit
  • This position would report to a Transportation Assistant Planning Director or employee of a higher level. This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy.   • Incumbents in this class are required to possess and retain a valid Motor Vehicle Operator’s license. Field work in all weather conditions may be required and travel primarily within the State will be necessary.
The Role: 
This position will assist in leading a newly organized LRS Unit dedicated to expand, enhance, and maintain the Department’s geospatial LRS.  Numerous offices and programs are becoming dependent upon data associated with other multimodal infrastructure assets being in this useable, interoperable geospatial system. 
Candidates should have experience with collection of data from a variety of sources and manage that information within specialized software platforms and databases.  This position will lead the Department in meeting all Federal requirements outlined in FHWA’s All Roads Network of Linear Referenced Data (ARNOLD), Highway Performance Monitoring System (HPMS), and Model Inventory of Roadway Elements (MIRE) initiatives.
This position requires working collaboratively with unit and office staff, and with other offices within the Department of Transportation, as well as public entities to collect, model, enhance, analyze, report, and expand the Roadway Inventory features and assets that are contained within the network. 

Examples of Duties: 
  • Assisting the unit in quality control assessment of asset datasets to ensure they meet or exceed nationally accepted standards for completeness, accuracy, precision, and uniformity.
  • Assisting the unit to ensure proper integration of data into the LRS of record, assistance in the development of supplemental collection plans for requested safety and asset management related assets (e.g. intersection/interchange to support Over-size/Overweight Permitting Process, configuration, private road network expansion, center line rumble strips, approved speed limits).
  • Assisting in the development and data model creation of other multimodal LRS networks such as Trails, Busway, Rails, Bus Routes
  • Conduct outreach to the municipalities to gather, format, and integrate appropriate local roadway datasets; organize and advise Department partners on developing technology solutions to aid in collection, integration, and quality assessment of data.  
  • Analyze data, perform quality control procedures, and have it accurately made available to display on the LRS along with other GIS formats for enterprise consumption for visual and analysis purposes.
  • Create, develop, and extract reports and dashboards of various assets for comparison, analysis, and cross validation as well as develop reports to provide summary data; direct and guide consultant/outside developer(s) on network and system updates.
  • Stay current with software and hardware data technologies.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation and the Connecticut Airport Authority this class is accountable for acting as a working lead and/or for performing the most complex tasks in transportation planning studies, programs and related activities.

EXAMPLES OF DUTIES

WORKING LEAD LEVEL: 
  • As assigned by a supervisor, distributes, prioritizes, oversees and reviews office unit work; 
  • Provides staff training and assistance; 
  • Conducts or assists in conducting performance evaluations; 
  • Acts as liaison with operating units, agencies, consultant staffs and other outside officials regarding unit office policies and standards; 
  • Prepares correspondence; 
  • Performs related duties as required.
ADVANCED LEVEL: 
  • Performs complex tasks and assignments in developing, coordinating and reviewing transportation planning programs; 
  • Recommends, coordinates or participates in transportation demonstration projects; 
  • Participates in preparation and negotiation of agreements and contracts; 
  • Oversees and participates in corridor studies; 
  • Prepares and reviews reports, studies and surveys in compliance with department standards and needs and state and federal laws and regulations; 
  • Coordinates activities or projects with local, regional, state and federal agencies, consultants and stakeholders as required; 
  • Reviews consultants’ work; 
  • Investigates and responds to public inquiries and complaints regarding transportation plans, programs and/or projects; 
  • May make presentations at legislative or public hearings; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must include individual responsibility for the coordination of complex planning projects in a relevant planning area.

NOTE: For state employees this experience is interpreted at the level of a Transportation Planner 1 or Transportation Engineer 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • A Bachelor’s or Master’s degree in Management Information Systems, Geographic Information Systems, Geography, Data Analytics, Science or a closely related degree;
  • Experience in field data collection in GIS and/or Linear Referencing System (LRS) development, including management of large datasets.
  • Experience with Microsoft Office and other programs such as, but not limited to:   FME, PowerBi, ESRI’s product suite, and Google Earth.
  • Experience with computer programming languages, large data sets, querying and scripting capabilities and database management using applications such as Java, SQL, Python, and others.
  • Experience utilizing geospatial data management tools such as Esri’s ArcGIS Desktop Suite (ArcMap, ArcCatalog, etc.) ArcGIS Pro, QGIS, Esri’s ArcGIS Enterprise web-based suite (Web-App Builder, Survey123, Collector, Field Maps, Experience Builder), and Safe Software’s Feature Manipulation Engine (FME)
  • Experience problem-solving with an emphasis on data architecture & modeling, data linkage, and GIS application configuration
  • Experience working with a variety of datasets and databases (e.g. Oracle, ArcSDE, SQL) 
  • Experience working with Esri’s Arcade programming languages to facilitate geospatial data management and analysis
  • Experience with Data Governance principles and current practices within the industry

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
  • Incumbents in this class may be required to travel.
