POSITION HIGHLIGHTS

DISCOVER THE OPPORTUNITY TO
  • Focus on the state employee health plan’s value-based reimbursement arrangements with healthcare providers;
  • Assist in the design and implementation of value-based programs that reward healthcare providers with incentive payments for quality of care, including the state's Primary Care Initiative and the statewide AHEAD program, a total cost of care model;
  • Work closely with the Senior Health Policy Associate and report to the Assistant Division Director overseeing legal and healthcare policy functions;
  • Liaise directly with healthcare providers and the customer service teams at the insurance carriers servicing our State Plan members;
  • May participate in statewide advisory councils, coordinate state policies, and present materials at meetings with provider groups and state oversight committees.

The Office of the State Comptroller (OSC) is an agency whose mission is to provide accounting and financial services, administer employee and retiree benefits, develop accounting policy and exercise accounting oversight, and prepare financial reports for the state, federal and municipal governments, and the public. 

We are located in the State Office Building at 165 Capitol Avenue, Hartford, CT. This state-of-the-art building offers free garage parking, an on-site cafeteria, and ergonomic workspaces.

The Healthcare Policy and Benefit Services division administers benefits programs for all state employees, retirees, and their families covering over 100,000 lives. The division is accountable for the contract procurement, administration, and evaluation of benefit programs and identifies and implements initiatives to improve benefit programs and achieve significant savings.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for performing entry level work, conducting research and assisting in matters pertaining to legislation, regulations and administrative policy and agency communications and public relations.

PREFERRED QUALIFICATIONS

  • Experience working in health policy setting to include an understanding of current trends and issues.
  • Experience communicating to a diverse population and building consensus, including verbal and written communication
  • Experience composing written communication to include policy memos.
  • Experience in presenting complex information to diverse audiences.
  • Experience working with or for provider groups.
  • Experience in developing, monitoring, overseeing, or working within value-based reimbursement frameworks.
  • Experience overseeing, managing and completing projects from planning to implementation phases.
