DISCOVER THE OPPORTUNITY TO
  • Assist the OSC’s Retirement Services Division (RSD) with investigating employee pension information for the State Employees Retirement System;
  • Play a pivotal role and be responsible for conducting timely, unbiased, and thorough investigations into employee pension information for the State Employees Retirement System;
  • Conduct interviews, retrieve records or evidence, conduct research, and prepare comprehensive reports of investigations;
  • Track fraudulent claims of disability, fraudulent cashing of deceased retirement checks and investigate discrepancies relating to social security and offsets;
  • Maintain compliance with the IRS codes regarding how the monies may be applied and the interest received;
  • Contribute to producing a thorough cost-benefit analysis to allow for future forecasting of reduction of waste by implementing system tools to create efficiency for processing;
  • Serve as main communication liaison for employees, agencies, and the medical examining board;
  • Maintain high standards to manage complexity involved with determining a member’s eligibility, contribution percentage, tier placement and retirement pension eligibility, which is vital to the actuarial efficiency of the fund;
  • Collaborate closely with the executive office and external partners to ensure the success of this critical process.

The Office of the State Comptroller (OSC) is an agency whose mission is to provide accounting and financial services, administer employee and retiree benefits, develop accounting policy and exercise accounting oversight, and prepare financial reports for the state, federal and municipal governments, and the public. 

We are located in the State Office Building at 165 Capitol Avenue, Hartford, CT. This state-of-the-art building offers free garage parking, an on-site cafeteria, and ergonomic workspaces.

The Retirement Services Division (RSD) provides oversight and management of the state pension plans serving more than 40,000 state retirees, performing a comprehensive package of services including retirement counseling, processing retirement applications from state agencies, investigating and implementing mandated revisions to pension plans, and developing new products based on retirement conditions and trends.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency or quasi-public entity this class is accountable for independently performing a full range of tasks in conducting investigations related to alleged violations of state laws and regulations or sudden and unexplained deaths.

EXAMPLES OF DUTIES

  • Conducts investigations related to assigned complaints, alleged violations of state laws and regulations or sudden and/or unexplained deaths;
  • Interviews witnesses, complainants, medical and hospital personnel and others to obtain information;
  • Secures evidence in form of statements, documents, records and exhibits which may be used in administrative hearings and/or court proceedings;
  • Researches, collects and evaluates data; compiles information;
  • Writes reports and recommends appropriate corrective action; answers public inquiries;
  • May prepare affidavits and applications for arrest warrants;
  • May prepare search and seizure warrants;
  • May issue citations;
  • May testify at hearings and in court;
  • May conduct surveillance;
  • May secure samples for testing;
  • May conduct legal research;
  • Performs related duties as required.
DEPARTMENT OF LABOR:
  • Inspects, investigates and licenses private employment agencies.
DEPARTMENT OF PUBLIC HEALTH:
  • Confers with consultants for professional opinion on standard of care; examines, analyzes and evaluates complex medical records.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of investigatory experience in health care, insurance claims, law enforcement or a regulatory field.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in consumer protection, health care, law enforcement or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Experience conducting investigations, to include investigating and/or adjudicating insurance claims.
  • Experience independently conducting research in the field.
  • Experience analyzing contracts, financial records and legal documents.
  • Experience interpreting and applying relevant state statutes, regulations, and policies, including to calculate overpayments and facilitate overpayment recovery processes.
  • Experience with the workers’ compensation system and its processes.
  • Experience communicating with a diverse population, including verbal and written communication.
  • Experience using systems to prioritize workflow.
  • Experience composing comprehensive reports.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to be a Notary Public.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
