The Role:
The Manager of Research and Planning will:
  • Conduct quantitative and qualitative research on workforce and educational policy topics
  • Lead data activities related to the OWS and Governor’s Workforce Council (GWC) communications
  • Manage the GWC Committee on Data & Accountability
  • Oversee and mentor other data and research staff/contractors on the OWS team
  • Collaborate with agencies to gather, manage, or employ workforce or economic recovery data
In addition to demonstrated research expertise, an ideal candidate must be an excellent written and verbal communicator with strong project management skills, the ability to prioritize competing tasks, handle multiple projects at one time and meet deadlines in a fast-paced environment, competency with Microsoft Office/related programming (Outlook, Word, Excel, PowerPoint), competency with online meeting platforms (Teams and Zoom) and strong attention to detail. An ideal candidate will also be effective, versatile, action-oriented and dedicated to efficient productivity.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency, this class is accountable for directing the staff and operations of the Research and/or Planning Division.

EXAMPLES OF DUTIES

  • Directs staff and operations of the Research and/or Planning Division; 
  • Coordinates, plans and manages division activities; 
  • Formulates unit and division goals and objectives; 
  • Assists in development of agency policies and procedures and drafting of statutes and regulations; 
  • Evaluates staff; 
  • Assists in developing division budget; 
  • Maintains contact with individuals within and outside of division who might impact on program activities; 
  • Directs investigation and recommendation of new management information systems; 
  • Directs design, development and operation of appropriate agency databases; 
  • Coordinates information gathering activities with other public and private sector agencies; 
  • Directs development of agency management systems to provide more effective functioning; 
  • Directs complex research and planning activities; participates in total quality management and/or improvement activities; 
  • Prepares comprehensive reports; 
  • May direct preparation of department strategic plan; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May direct development and maintenance of performance measures and standards for all departmental functional units; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices; 
    • relevant state and federal laws, statutes and regulations; 
    • relevant agency policies, procedures and/or operations; 
    • methods of research design, statistical analysis and database management; 
    • principles and practices of business and public administration including organization and administration, planning and budgeting, management systems research and development, information systems and policy development; 
  • Considerable ability to
    • interpret legislation and determine its impact on agency operations and/or the State; 
    • analyze organizational problems, design and conduct studies and determine effective solutions; 
  • Considerable
    • interpersonal skills; 
    • oral and written communications skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience in management analysis, systems analysis, planning, research or a related field.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in research, statistics, economics or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience performing research for a state, municipal or federal government agency for workforce development
  • Experience working with longitudinal or integrated data systems
  • Experience developing standardized and repeatable procedures
  • Experience using data preparation and analysis software such as Microsoft Office, R, SAS (Statistical Analysis System) or Python.
  • Experience using data visualization software such as Tableau or DataWrapper.
