Department of Public Health (DPH) is seeking a qualified individual to join our team as a Nurse Consultant. This position will support our Health Care and Support Services (HCSS) Unit's Ryan White Part B Program and will report to the Public Health Services Manager. Serving as the Quality Management Coordinator, this role will lead our Quality Management activities required under the Health Resources and Services Administration (HRSA) Ryan White Part B grant. WHAT YOU'LL BE DOING:
- Creating and maintaining systems to support QM initiatives including collaborating with program and administrative staff in the development of an integrated HIV data system, conduct site visits, audits, and program evaluation, implement pilot projects, and provide technical assistance and evaluation to funded contractors.
- Identifying evaluation outcomes and indicators, quality improvement indicators, data elements and data sources and methods.
- Coordinating data gathering and reporting activities to ensure that the appropriate types of data are being gathered to measure necessary outcomes and quality indicators
- Providing staff support to the statewide Ryan White Part B Lead Contractor and subcontractors’ Quality Management Committees and CHPC Quality Performance Measures (QPM) Committee
- Writing annual Quality Management Plan for HCSS Program (includes both Ryan White and CADAP services).
- Compiling, summarizing, and analyzing program data and write a Quality Management Report annually.
- Coordinating and conducting the Program Quality Improvement (QI) Review of Core & Support Services at contracted sites annually using the protocols and tools developed by the program for this purpose.
- Writing final report summarizing the QI findings during the site visits with the lead and subcontractors and include program recommendations.
- Participating and coordinating program participation in the national HRSA quality improvement collaborative and HRSA national meetings as requested by program management.
- Preparing grants, progress reports, presentations, and correspondence.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Departments of Public Health, Children and Families, Correction, Developmental Services, Mental Health and Addiction Services, Social Services and the Office of Early Childhood this class is accountable for applying professional nursing knowledge in the enforcement, inspection, licensure, consultation and implementation or assessment of the nursing service component of health care programs and facilities.
EXAMPLES OF DUTIES
- Implements, coordinates, and evaluates activities of assigned programs or health care services;
- Maintains active liaison with and serves as nursing consultant to other sections, divisions, health care providers and public;
- Assesses safety and quality of client care provided;
- Assesses compliance of health insurance companies with various state statutes, regulations and guidelines;
- Provides consultation to state licensed health care facilities and institutions and to unlicensed facilities to bring them into compliance with statutes, community institutions and individuals regarding planning, implementation and evaluation of nursing services, home health services and specialized problems in public health;
- Performs on-site inspection surveys of health care or psychiatric facilities and provides consultation regarding licensure and certification laws, regulations and policies;
- Evaluates quality of services rendered by facility;
- Monitors facilities during strikes;
- Prepares relevant federal and state forms and reports;
- May inspect and evaluate health care and psychiatric facilities for compliance with state and federal regulations including licensure and certification laws;
- May testify in court relative to findings of inspections and/or investigations;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- standards of care and service delivery in community based nursing agencies, licensed home health agencies, health care facilities and institutions;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Four (4) years of experience as a professional nurse in a position involving supervision, consultation, education or administration.
NOTE:
- Administrative capacity is interpreted as having managerial responsibility in setting and implementing policies, carrying out program planning, and evaluating and coordinating special projects, etc. in the area specified in the appropriate parenthetical title.
- Consultative capacity is interpreted as the providing of professional expert nursing advice to other than subordinate staff on major programmatic issues in the area specified in the appropriate parenthetical title.
- Educational capacity is interpreted as experience in a full time professional educational position instructing professional nurses in a formalized program or teaching students in an undergraduate or graduate nursing program in the area specified in the appropriate parenthetical title.
- Supervisory capacity is interpreted as having administrative supervision of registered nurses or other professional staff.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a public health nursing program, home health care agency, community health care setting, or in a hospital.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- A Bachelor's degree in nursing may be substituted for one (1) year of the General Experience.
- A Master's degree in health services administration, nursing or public health may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience working in both clinical and public health organizations.
- Experience with implementing Quality Assessment, Quality Improvement and Program Evaluation in a public health, infectious disease, or related health care setting.
- Experience developing, facilitating, and presenting on the principles of Continuous Quality Improvement (CQI), e.g., brainstorming, cause and effect analysis, root cause analysis, and graphic representation of data.
- Experience developing collaborative projects and working with a variety of public and/or private providers, policymakers, researchers, and persons with lived experience, such as HIV, Viral Hepatitis, and STDs.
- Experience demonstrating advanced communication, analytical, and organizational skills.
SPECIAL REQUIREMENTS
- Incumbents in this class must possess and retain a current license as a registered professional nurse in Connecticut.
- Incumbents in this class may be required to possess certification as an Insurance Rehabilitation Specialist or be eligible for certification as an Insurance Rehabilitation Specialist.
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
