  • Work Hours: Part-time, 34 hours per week

WHAT WE CAN OFFER YOU:

WHAT YOU'LL BE DOING:
  • Providing clinical and administrative oversight to identified Young Adult Services (YAS) programs statewide
  • Determining eligibility and treatment needs of referrals especially for those youth and young adults who are referred from the Department of Children and Families (DCF), Carelon and the Court Support Services Division (CSSD)
  • Assisting in the development of clinical interventions for high risk, high need clients including monitoring the management of risk involving these individuals
  • Providing oversight and consultation on program development and service delivery
  • Acting as a liaison with Memorandum of Agreement (MOA) entities and other state agencies and stakeholders
  • Participating in interdepartmental and/or interagency advisory committees
  • Facilitating presentations and trainings on Young Adult Services
  • Representing Young Adult Services at transition events
  • Overseeing and monitoring fidelity of interventions and outcomes
  • Assisting in the development of reports for the YAS Section Chief to be presented and distributed to internal and external entities

The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS), is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve.

The Young Adult Services Division (YAS) was originally developed to help young adults transition successfully from the Department of Children and Families (DCF) to the adult mental health system and to achieve the necessary skills for adulthood. YAS currently serves the most vulnerable, high acuity, high need young adult population in the state who are between the ages of 18 and 25. Today, YAS has Memorandums of Agreement (MOA) with the Department of Children and Families (DCF), the Court Support Services Division (CSSD), and Carelon Behavioral Health, and also serves eligible individuals referred directly through the DMHAS Local Mental Health Authorities (LMHAs). This position will provide a high level of clinical oversight and monitoring of YAS programs serving those young adults transitioning to YAS.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Mental Health and Addiction Services and Developmental Services this class is accountable for directing a clinical division, a clinical discipline or a clinical program within a specified geographic area.

EXAMPLES OF DUTIES

  • Manages the staff and operations of a clinical program, discipline or specialized area;
  • Coordinates, plans and manages program activities;
  • Formulates program goals and objectives;
  • Develops or assists in the development and implementation of related policy;
  • Interprets and administers pertinent laws;
  • Monitors and evaluates staff;
  • Prepares or assists in preparation of program budget;
  • Maintains contacts with individuals both within and outside of program who might impact on program activities;
  • Ensures program compliance with standards established by outside monitoring agencies;
  • Participates in grant and contract preparation and administration;
  • Manages the recruitment, selection and retention of program staff;
  • Ensures compliance with quality assurance findings and recommendations;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of professional experience in Behavioral Health Care and a Master’s degree in a clinical discipline, public health administration, health care administration or hospital administration.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been supervising professional staff.

For state employees this experience is interpreted at the level of a Behavioral Health Unit Supervisor, Developmental Services Supervisor of Case Management, Nurse Supervisor or Supervising Clinician.

PREFERRED QUALIFICATIONS

  • Experience clinically working with youth and young adults including those with complex behavioral health presentations, trauma histories, and high-risk behaviors. 
  • Experience working with youth who have been involved with the Department of Children and Families (DCF), Court Support Services Division (CSSD), and Carelon. 
  • Experience determining eligibility and treatment needs of referrals. 
  • Experience providing oversight and consultation on program development and service delivery. 
  • Experience ensuring clients with complex service needs have integrated services.

SPECIAL REQUIREMENTS

Department of Developmental Services: Incumbents in this class may be required to maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse or psychologist.

Department of Mental Health and Addiction Services: Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
