The State of Connecticut, Department of Developmental Services (DDS) seeks a talented and qualified individual for the position of Developmental Services Investigator, in DDS Central Office, in the Division of Investigations, located in Hartford, CT. 

Position Highlights:
  • Full-time, 40 hours per week

  • 8:30 a.m. - 5:00 p.m.

The Role:
The Developmental Services Investigator conducts investigations concerning allegations of abuse/neglect.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Developmental Services this class is accountable for conducting detailed investigations of allegations of abuse and neglect of persons with an intellectual disability and individuals within the autism spectrum who are receiving services funded by the Department of Social Services (DSS) as specified in applicable Conn. Gen. Stat.

EXAMPLES OF DUTIES

  • Conducts detailed investigations of allegations of abuse and neglect of persons with an intellectual disability and individuals within the autism spectrum who are receiving services funded by DSS, both living and deceased, in a variety of settings including but not limited to public and private programs, natural family homes and self-hired staffing arrangements;
  • Determines need for emergency and long term protective service needs;
  • Initiates provision of and monitors protective services by state and private agencies;
  • Interviews alleged victims, perpetrators, service providers, witnesses, etc.;
  • Works cooperatively with State and local police, State's Attorneys and other protective services organizations;
  • Provides testimony at various legal and Human Resources hearings as required;
  • Provides information and referral services;
  • Maintains appropriate records and documentation;
  • Prepares comprehensive investigative reports;
  • Prepares correspondence;
  • May make public information presentations;
  • May provide formal training for state and private service providers;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • statutes, policies and procedures governing care and treatment of persons with an intellectual disability;
    • problems and needs of persons with an intellectual disability;
    • investigation techniques and methods;
    • various types of residential placement facilities and community training centers for persons with an intellectual disability;
  • Skills
    • interpersonal skills;
    • oral and written communication skills;
  • Ability to
    • utilize computer software;
    • investigate.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in a professional capacity with an organization, agency or educational institution which provides for case management, residential, vocational, educational, advocacy, habilitation or rehabilitation services to persons with an intellectual disability or individuals within the autism spectrum.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a human services field, criminal justice, public administration, public health, rehabilitative services, special education, social work or a closely related field may be substituted for one (1) additional year of the General Experience.
  • Law enforcement experience may be substituted for the General Experience on a year for year basis for a maximum of six (6) additional years.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

Preference will be given to candidates with the following experience: 
  • Professional experience conducting investigations concerning allegations of abuse and neglect of individuals with intellectual and developmental disabilities.
  • Experience interpreting and applying state statutes and agency procedures.
  • Experience providing testimony in legal and administrative hearings.
  • Experience with conducting trainings pertaining to abuse/neglect investigations.
  • Experience with Microsoft Outlook, Word, and case tracking databases.
  • Professional experience devising curriculum and implementing training pertaining to abuse/neglect investigations.
  • Knowledge of an investigation process.
  • Knowledge of the DDS regional Human Rights Committee requirements.
  • Ability to prioritize assignments and ensure that mandatory tasks are completed in accordance with DDS and statutory mandates.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class will be required to possess and retain a valid Motor Vehicle Operator's License.
