DISCOVER THE OPPORTUNITY TO
  • Apply knowledge of Core-CT Inventory and Catalog Management principles and information technology management to ensure that those modules are functional and maintained for the statewide user community; 
  • Provide customer support for statewide agency users at all levels including training on operation procedures, resolving problems, and developing documentation for solutions; 
  • Support transactions that integrate into other Core-CT modules; 
  • Monitor system interfaces, load files, review errors, and coordinate corrections with agencies; 
  • Assist the Core-CT Help Desk with Inventory and Catalog Management help tickets; 
  • Complete regular queries and reports;
  • Assist with the maintenance of job aids and training documents and support group training sessions and/or one-on-one user training.

The Office of the State Comptroller (OSC) is an agency whose mission is to provide accounting and financial services, administer employee and retiree benefits, develop accounting policy and exercise accounting oversight, and prepare financial reports for the state, federal and municipal governments, and the public. 

We are located in the State Office Building at 165 Capitol Avenue, Hartford, CT. This state-of-the-art building offers free garage parking, an on-site cafeteria, and ergonomic workspaces.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services or Office of the State Comptroller this class is accountable for functioning as a specialist assigned to professional level statewide Core-CT Enterprise Resource Planning fiscal functions including integrated financials, supply chain management or enterprise services automation modules or an assigned integrated financials support area.

EXAMPLES OF DUTIES

  • Performs specialized duties relating to assigned ERP module;
  • Troubleshoots and resolves complex problems;
  • Conveys technical information to agency user and communicates with technical teams;
  • Promotes understanding of relevant issues;
  • Determines and understands business and project requirements;
  • Develops solutions for agency issues within parameters of systems;
  • Identifies gaps and risks within project elements;
  • Conducts task analysis;
  • Performs cost/ benefit analysis;
  • Maps processes to meet business needs, evaluating and redefining processes;
  • Communicates difficult or complex issues and resolutions clearly and effectively to staff and agency users;
  • Oversees development of training programs that are applicable to assigned module;
  • Determines and addresses training gaps;
  • Develops comprehensive reports;
  • Participates in module and cross-module team meetings;
  • Develops or assists in development of procedures and documentation relating to assigned modules including creation and revisions to job aids;
  • Makes presentations;
  • Provides staff training and assistance;
  • Conducts or assists in conducting performance evaluations;
  • May assign and review work; 
  • May participate in module project audit tasks;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • Peoplesoft or ERP (system) integrated module knowledge;
    • principles and practices of public administration, governmental budget management and accounting including project costing;
    • the integration of modules;
  • Knowledge of
    • grants and contract preparation and administration;
    • purchasing principles and procedures;
    • asset management;
    • and ability to map business processes;
    • and ability to utilize programming logic, validation testing, script writing, SQL and other troubleshooting software;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional experience as a business analyst operating within financial systems.

NOTE: Business analyst is defined as serving as a liaison between business units, technology and support teams interpreting the business needs of an organization and translating into application and operational requirements.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a professional capacity independently performing a full range of tasks in support of a specific module(s) within an integrated financials Enterprise Resource Planning system.

NOTE: For state employees this experience is interpreted at the level of an ERP Financials Business Analyst.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in business administration, accounting, finance, public administration or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.
  • For state employees two (2) years as an ERP Financials Business Analyst may be substituted for the General and Special Experience.

PREFERRED QUALIFICATIONS

  • Experience understanding and resolving customer issues in a Help Desk environment, demonstrating customer service skills to support agency inventory and catalog users. 
  • Experience providing Core-CT training to agency inventory and catalog management users. 
  • Experience with Core-CT Inventory and Catalog Management modules. 
  • Experience interpreting and applying state inventory and catalog management policies and procedures. 
  • Experience with PeopleSoft reporting, analytical tools, and workflow, including PLSQL and/or PSQuery. 
  • Experience working independently to analyze and troubleshoot complex problems.
  • Experience communicating information to diverse populations, including verbal and written communication, presenting to large groups, and conducting training classes.
  • Experience managing and maintaining priorities and tasks with attention to detail to complete rapid turn-around of materials and successfully meet deadlines. 
  • Experience utilizing Microsoft Teams to communicate in a team atmosphere and Microsoft Office software to develop resources and carry out general administration of work.
