Introduction

The State of Connecticut, Department of Administrative Services is now seeking multiple Trainer positions to serve within the Office of Education and Data Management.

Position Responsibilities:
This Trainer position primarily is responsible for:
  • Developing and teaching our Building Code Pre-Licensure Training Programs (PLTP)
  • Training potential Building Officials, Assistant Building Officials, Plan Review Techs, Residential Building Inspectors, Electrical Inspectors, Construction Inspectors, Plumbing Inspectors, Mechanical Inspectors, and Heating and Cooling Inspectors in the mechanics and application of the State Building Code  
  • Assist with our career development continuing education seminars, work on updating programs between adopted code cycles, and develop and review test bank items for credentialing exams
About the Office of Education and Data Management (OEDM):
The Office of Education and Data Management (OEDM) is responsible for training and accrediting Building Code Officials and Fire Code Officials, providing code-related instruction for their continuing education, as well as to individuals in the allied trade and design professions.  As such, OEDM performs all credentialing responsibilities - including training, testing, and records maintenance - for the Office of the State Building Inspector (OSBI) and the Office of State Fire Marshal (OSFM).  OEDM also works with other government agencies, private utilities, multi-factor initiatives, and allied trades communities to support high quality training offerings.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for independently performing a full range of tasks in preparing and conducting training programs.

EXAMPLES OF DUTIES

  • Prepares and conducts training courses;
  • Assists in planning, developing, coordinating and evaluating comprehensive training programs;
  • Conducts needs assessments;
  • Develops course objectives, curricula, outlines and contents;
  • Selects and develops training methods and materials;
  • Researches learning material and resources;
  • Monitors and evaluates training courses and participants progress;
  • Provides technical assistance and consultation;
  • Maintains records and prepares reports;
  • Organizes and maintains a library of training materials;
  • May conduct drills and exercises;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • principles and techniques of training and staff development;
    • education methods and techniques;

    • assess training needs and determine objectives;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of technical experience in training, staff development, or adult education.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Expertise in the State Building Code, the model codes, and standards it comprises
  • Experience using the State Building Code in an enforcement, design, or teaching capacity
  • Experience with Plan Review of building construction documents
  • Experience in developing and delivering technical training programs including online or in-person

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to possess specialized certifications for designated positions prior to appointment.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
