The State of Connecticut, Department of Children and Families (DCF), is seeking a highly skilled and qualified Behavioral Health Program Manager in the Behavioral Health Community Services.  This position is responsible for the oversight of the multiple substance use contracts for adults and adolescents offered by the Department throughout the state.  

Position Highlights:

  • 8:00 a.m. - 5:00 p.m.

The Role:
As the Behavioral Health Program Manager, you must be able to manage large multi-faceted projects involving multiple disciplines and agencies.  You must also be able to manage and prioritize serval tasks at once and coordinate with other Behavioral Health Program Managers, Program Supervisors, Project Manager with other state agencies. The Behavioral Health Program Manager must be knowledgeable and have experience in Substance Use Disorder and ASAM Criteria which is the most widely used and comprehensive set of guidelines for placement, continued stay, transfer, or discharge of patients with substance use and co-occurring conditions.  This position may also be responsible for supervision of other projects as well as managing million-dollar budgets and contracts. 

The ideal candidate for this position will have strong organizational skills, outstanding verbal and written communication skills. Additionally, the candidate will have: 
  • Ability to adapt to changing work priorities and compressed deadlines.
  • Knowledge of trauma informed principles of as related to Substance use, Intimate Partner Violence and Recovery pathways.
  • Experience working with clinical programs and or working with Evidenced Based Practices.
  • Maintain clear and effective communication with stakeholders and partners to clarify expectations, communicate roles and responsibilities, and ensure timely completion of deliverables.
  • Participate in meetings with the project team to answer questions and announce any changes to the current schedule.
  • Meet with members of Department leadership to relay the team’s progress both verbally and in written form.
  • Liaison with DSS, DMHAS, CSSD, DOC and the Behavioral Health ASO and other agencies/entities.
  • Recognize when potential problems are looming and escalate issues as appropriate.
  • Serve as point of contact for contracts.
  • Perform quality control on the project throughout.

DCF funded Substance Use Services are designed to offer children, youth, caregivers and their families a range of services for mental health, psychiatric, and substance use disorders that are grounded in best practice and evidence.  These services are provided in the home or community, often preventing the need for more intensive or restrictive care such as hospital, residential, or group home services.  The adolescent substance use service array is available to all families in the community and do not require DCF involvement.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Mental Health and Addiction Services and the Department of Children and Families this class is accountable for assisting in the management of a statewide program in a geographical area; accountable for assisting in the management of a specific behavioral health program or serving as a clinical team leader.

EXAMPLES OF DUTIES

  • Assists in directing staff and operations for special programs;
  • Coordinates, plans and manages program activities;
  • Assists in formulating policy and procedures relating to general administration of a managed service system;
  • Participates in the formulation of agency policy; 
  • Develops, implements and evaluates the goals and objectives consistent with agency mission and policy;
  • Interprets and administers laws pertaining to program;
  • Trains and evaluates staff;
  • Prepares and administers facility and community grant budgets;
  • Maintains contact with individuals, groups and other organizations which might impact on program operations;
  • Develops and maintains appropriate fiscal and programmatic mechanisms to ensure continuity of care to a defined population and appropriate allocation of resources;
  • Assesses staff needs for delivery of services;
  • Carries out policies and directives of department;
  • Assists in coordinating, planning and managing administrative and/or fiscal and clinical activities;
  • Ensures compliance with internal agency and accrediting bodies' standards;
  • Participates in the recruitment and hiring of staff, including outreach, interview and selection;
  • May assume a leadership role for agency system wide program development and administration activities;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

    • principles and practices of public administration;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in business or health care administration, program development involving responsibility for financial management, budget development or grants management, professional health care or social services.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) years of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in public or health care administration, a Master's degree in business administration with a specialization in health services or hospital administration, a Master’s degree in social work or a Master's degree in a related health care discipline may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience utilizing data to monitor, evaluate and improve program performance.
  • Experience maintaining accurate records and compiling statistical data from data dashboards in real time.
  • Experience with program and/or fiscal evaluation of contracted human service programs.
  • Experience working with Excel, including the use of pivot tables and other web-based collaborative forums, e.g., SharePoint.
  • Experience with Medicaid systems and Department of Public Health Substance Use Standards.
  • Experience with the American Society of Addiction Medicine (ASAM 3rd) Edition.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to possess appropriate current licenses or certifications.
