HIGHLIGHTS
This is a full time (40 hours per week) position conveniently located in Hartford, CT.

THE ROLE
This is an exciting opportunity to help executive branch agencies use data to inform state policies and programs. Working as part of the Data and Policy Analytics Division at OPM, alongside the state’s Chief Data Officer, you will be directly involved in leveraging the power of data and analytics to help solve some of the state’s most challenging problems. The position will contribute to projects related to the collection, analysis, sharing, coordination and dissemination of data, particularly for the P20 WIN system (Preschool through 20 Workforce Information Network). This Analyst will lead design and analysis of data that will inform sound policies and to ensure that individuals successfully navigate supportive services and educational pathways into the workforce.

The Associate Research Analyst will be based at OPM, and also expected to work closely with P20 WIN agencies. The analyst will have a lead role in furthering the P20 WIN learning agenda and will work on related projects in open data, data integration and analytics. The analyst will learn the primary data sources and systems at agencies and will be trained on the privacy, security and confidentiality considerations for state administrative data. 

ABOUT US:
DAPA was established to serve as a resource for data analysis and data-related projects at the Office of Policy and Management. DAPA directs and manages activities related to the collection, analysis, sharing, coordination and dissemination of data and is responsible for the development and implementation of the State Data Plan, the Open Data Portal, administration of P20 WIN, the State’s integrated data system and development of the State’s GIS Office for geospatial data. The use of data across agencies facilitates a system-wide perspective and is a critical component of Governor Lamont’s statewide performance and results agenda to implement a data-driven and informed policy agenda in state government that is user-friendly, cost-effective, data-informed, and results-driven.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for performing the most complex tasks in the development and implementation of research projects.

EXAMPLES OF DUTIES

  • Develop and implement analysis and applied research projects, including as part of the P20 WIN learning agenda, and assists in more comprehensive and complex analytical assignments across agencies; 
  • Develop procedures to streamline or automate reporting from agency and public data sources and to prepare administrative data for analysis, including as part of P20 WIN data requests, and for reports, presentations and dashboards; 
  • Develop familiarity with agency data sources, particularly for education, workforce and health and human services agencies and programs, including the ability to design and generate reports and queries from those systems;
  • Prepare narrative and statistical reports; 
  • Develop computerized databases and analyze and interpret computer generated reports; 
  • Learn and document state and agency policies and procedures, including for privacy, security and confidentiality, and ethical and equitable use of data;
  • Serve as liaison and coordinator for analytics and applied research projects with agency staff and external stakeholders, such as researchers, evaluators, nonprofits and policymakers;
  • Attend regular project meetings with agencies and provides updates, presentations and other materials, as warranted; and, 
  • Perform related duties. 

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • research methods and techniques;
    • principles, concepts and methods of statistical analysis;
  • Knowledge of agency related policies and procedures as related to research;
  • Considerable
    • oral and written communication skills;
    • interpersonal skills;
  • Considerable ability to analyze data;
  • Ability to develop programs and use prepackaged computer programs to perform data analysis.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional experience in research, data analysis or economics.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been conducting research at the level of a Research Analyst.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience developing and conducting applied research projects, using administrative data, with preferred experience in education, workforce development or health and human services;
  • Experience in state, municipal or federal government;
  • Experience with longitudinal or integrated data systems, including policies, procedures and processes for data governance and data matching, such as multi-agency data integration, especially for education, workforce development and health and human services data;
  • Experience developing standardized and repeatable procedures to improve data quality, to streamline reporting and to clean and prepare data from agency and public data sources;
  • Experience using tools, such as R, SAS, Python, Stata and/or SPSS for data preparation and analysis and tools such as Tableau or DataWrapper for data visualization and dashboard development;
  • Experience with the development of graphics, reports or dashboards to present key findings and information to a diverse set of stakeholders; 
  • Experience with quantitative and qualitative methods, including advanced statistical or econometric concepts and methods for measuring impact;
  • Experience managing, cleaning, and analyzing large datasets;
  • Experience working in a fast-paced environment; and,
  • Experience with compliance for policies, procedures and processes for safe, ethical and secure use of data.
