POSITION HIGHLIGHTS:
- Work Schedule: Monday - Friday
- Work Hours: Full-time, 40 hours per week
- Work Shift: First shift, 8:00 a.m. - 4:30 p.m.

WHAT YOU'LL BE DOING:
- Budget preparation and management, accounting and financial reporting and analysis
- Coordinating, planning and managing activities
- Formulating program goals and objectives
- Reviewing fiscal and administrative operations for effectiveness and compliance with statutory requirements and agency policies and procedures
- Acting as liaison both internally within the state and externally
- Evaluating staff
- Directing budget management function
- Maintaining contacts with individuals both within and outside of unit who might impact on program activities
- Advising agency head regarding fiscal and administrative matters

This is accomplished through our: Office of Advocacy and Assistance, Residential Facility, Healthcare Center, and Cemetery and Burial Services.
The DVA has supported Connecticut Veterans and continues this tradition with Residential and Healthcare programming on our campus in Rocky Hill. There are two paths for residency at the DVA:
- Residential Facility: offers temporary, supportive living with programming designed to return Connecticut Veterans to independent living in the community;
- Sgt. John L. Levitow Healthcare Center: a state-of-the-art medical facility that offers long-term care for Veterans with chronic, disabling conditions who require 24-hour assistance.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency, facility or institution this class is accountable for supervising staff engaged in a variety of complex and voluminous fiscal and administrative functions with major emphasis on fiscal administration.
EXAMPLES OF DUTIES
- Supervises the staff and operations of fiscal management functions including budget preparation and management, accounting and financial reporting and analysis;
- Coordinates, plans and manages activities;
- Formulates program goals and objectives;
- Develops or assists in development of related policy;
- Reviews fiscal and administrative operations for effectiveness and compliance with statutory requirements and agency policies and procedures;
- Acts as liaison both internally within the state and externally;
- Evaluates staff;
- Directs budget management function;
- Maintains contacts with individuals both within and outside of unit who might impact program activities;
- Advises agency head regarding fiscal and administrative matters;
- Assists EDP experts in planning and implementation of financial aspects of EDP systems;
- Utilizes EDP systems for financial records, reports and analyses;
- Prepares programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation;
- In addition to directing fiscal/administrative functions may direct support services such as maintenance, duplicating services, switchboard, mailroom, food services, security and housekeeping;
- In a facility or institution, in addition to the above, may ensure conformance with related standards of JCAH, OSHA, Environmental Protection and other regulatory agencies;
- May direct a program of internal and/or external audit;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of principles and practices of public administration with special reference to governmental budget management and governmental accounting;
- Knowledge of principles and procedures of payroll, purchasing, grant administration and contract administration;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience in a combination of fiscal/administrative functions (e.g. accounting, accounts examining, budget management, grants administrative, payroll, purchasing) at least one (1) of which must be an accounting function. Descriptions of these fiscal/administrative functions are attached.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been supervising professional level staff.
NOTE: For state employees this experience is interpreted at the level of a Budget Specialist or Fiscal/Administrative Supervisor.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.
NOTE ON UNCLASSIFIED APPOINTMENTS: Appointments to the Unclassified Service will be made in accordance with sections of the Connecticut General Statutes related to the specific positions.
PREFERRED QUALIFICATIONS
- Experience with State of Connecticut government accounting standards and practices.
- Experience with financial management in a 24/7 domiciliary and skilled nursing care healthcare environment.
- Experience with state and federal grant accounting.
- Experience with governmental purchasing and contracting procedures.
- Experience with strategic and operational level collaboration, communication and coordination in managing an annual financial cycle.
- Experience in leading a team of fiscal professionals.
