The Vehicle Business Regulation Trainee position is part of a structured 3-year training program designed to prepare you for the Target Class of Motor Vehicle Analyst. The length of the training program is set on the experience and training requirements of the target class. At the completion of the training program, incumbents must meet the experience and training requirements of the designated class.
THE ROLE
The Vehicle Business Regulation Trainee (PPT) will be learning from a team with extensive knowledge of Title 14 and Title 15 State statutes and Regulations. This team mediates and resolves complex issues involving registration and title transactions escalated by the Contact Center and Commissioner’s Office. As a Vehicle Business Regulation Trainee, you will be responsible for the following:
- Understand DMV business systems: Connecticut Integrated Vehicle and Licensing System (CIVLS), Cater, and Salesforce
- Have a working knowledge of DMV statutes, regulations, processes, and procedures concerning motor vehicle and vessel registration and title
- Understand the National Motor Vehicle Title Information System (NMVTIS)
- Possess strong writing, conflict resolution, and proven leadership skills
- Ability to effectively articulate, express, and defend issues, views, and recommendations verbally and in writing
- Be able to appear and testify in court to confirm the authenticity of motor vehicle records

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency planned training program approved by the Commissioner of Administrative Services receives formal and/or on-the-job instruction and training designed to provide the necessary knowledge and skills to qualify for appointment to a designated professional administrative or technical classification.
EXAMPLES OF DUTIES
- Receives formal and/or on-the-job instruction and training in introductory administrative, professional or technical work designed to develop knowledge and skills needed in order to qualify for appointment and advancement in a designated specialty;
- Performs a wide variety of increasingly complex, diversified and difficult duties as competencies are acquired during course of training period and in accordance with approved time schedule;
- May prepare reports on progress of training;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Evidence of basic aptitudes, motivation, interest and ability sufficient to provide reasonable foundation for acquiring knowledges and skills required for a designated technical or professional classification.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Three (3) years of current employment as a state employee including one (1) year in work related to the target class.
PREFERRED QUALIFICATIONS
- Experience communicating with internal and external stakeholders
- Experience using DMV business systems such as CATER, Connecticut Integrated Vehicle and Licensing System (CIVLS), National Motor Vehicle Title information System (NMVTIS), and Salesforce
- Experience managing and meeting deadlines with competing priorities
- Experience with accessing and managing confidential information
SPECIAL REQUIREMENTS
- Incumbents in this class will be eligible for promotion without competitive examination upon completion of a specified period of training and satisfactory service. The length of the training plan may be one, two or three years depending on the experience and training requirements of the target class as follows:

- All appointments to this class shall be under terms of a training program and in accordance with a time schedule approved by the Commissioner of Administrative Services. All training plans must be approved by the Department of Administrative Services prior to appointment to this class.
- Persons having responsibility for supervising or observing the behavior of inmates or custodial clients will be required to possess a high school diploma or General Educational Development (GED) certification by the time of permanent appointment.
