The State of Connecticut, Office of Health Strategy (OHS) is seeking a qualified individual to serve on our team as a Health Program and Grant Manager. This leading role will oversee Connecticut's implementation of a new grant-funded project - States Advancing All-Payer Health Equity Approaches and Development (AHEAD) Model. AHEAD is a new, voluntary, all payer model that aims to improve the health of CT residents, advance health equity, and control the growth of healthcare costs. This position is grant funded with an anticipated end date of December 31, 2028 and may be extended as needed.

WHAT YOU'LL BE DOING:
- Lead and manage all aspects of the AHEAD Model implementation. Develop and implement project plans, timelines, and deliverables, ensuring alignment with strategic goals and compliance with federal and state guidelines.
- Provide strategic direction and leadership to the project team. Set clear objectives, monitor progress, and make data-driven decisions to address challenges and opportunities.
- Serve as the primary point of contact for internal and external stakeholders, including federal and state partners, healthcare organizations, community groups, and contractors. Facilitate collaboration, manage relationships, and ensure effective communication to support project objectives.
- Oversee and manage contracts with external vendors and partners. Ensure compliance with contract terms, monitor performance, and address issues that arise.
- Oversee the project budget, including financial planning, reviewing expenditure reports, and ensuring compliance with funding requirements.
- Able to prepare and deliver presentations to Agency and inter-agency leadership and external groups, clearly conveying project status, achievements, challenges, and recommendations.
- Ensure that the project adheres to all relevant policies, regulations, and guidelines. Monitor compliance with federal requirements and other applicable standards.
MORE ABOUT THE AGENCY AND FACILITIES:
The Office of Health Strategy (OHS) oversees and coordinates health system planning for the state, monitors health care costs, and implements and oversees health care reform. OHS implements CT’s healthcare benchmark program that includes controlling the unsustainable rising cost of healthcare, improving quality, outcomes and health equity, and increasing primary care spending to 10% by 2025 of healthcare expenditure in the state. It is OHS’s mission to implement comprehensive, data driven strategies that promote equal access to high quality health care, control costs, and ensure better health for the people of Connecticut.
To support achieving these goals and mission, OHS, in coordination with DPH, DSS, OPM, and OSC, applied for the Centers for Medicare and Medicaid Services (CMS) States Advancing All-Payer Health Equity Approaches and Development (AHEAD) Model 5-year grant. CT has been selected as a recipient for this grant that supports implementation of accountability targets for an all-payer total cost of care model including hospital global budgets and primary care investments.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for making or conducting a special inquiry, investigation, examination or installation pursuant to Section 5-198(n) of the Connecticut General Statutes.
PREFERRED QUALIFICATIONS
- Possession of a Master's degree in public policy, public administration or a related field
- Five or more years of project management experience, with experiences of successful project delivery
- Three or more years of experience in healthcare or related systems, including managing projects and programs
- Experience utilizing communication and strong leadership skills, such as leading a team of professionals.
- Experience adapting to changes in a dynamic project environment, utilizing organization and time management skills.
- Experience identifying and mitigating potential risks.
- Experience tracking expenses and managing project budgets in excess of $2 million per year.
- Knowledge of healthcare policy, health services and systems.
