The State of Connecticut Department of Consumer Protection (DCP) is currently accepting applications for a Consumer Protection Real Estate Examiner within the Real Estate Unit to assist in the regulation of Real Estate and Appraisal laws and regulations.

  • Location: 450 Columbus Boulevard in Hartford.
NOTE: In accordance with the Code of Ethics for Public Officials and State Employees, the successful candidate will be unable to use their appraisal license, or a real estate license, while employed in this position with the State of Connecticut.
THE ROLE
The Consumer Protection Real Estate Examiner will focus on ensuring compliance with state and federal guidelines while collaborating with appraisers, the public, and regulatory bodies.

The Consumer Protection Real Estate Examiner can expect to:
  • Review applications for appraiser licensure or certification for State Certified General Appraiser, State Certified Residential Appraiser, and State Provisional Appraiser to ensure applicants meet the requirements for that category of licensure or certification as established in chapter 400g of the Connecticut General Statutes and sections 20-504-1 to 20-504-12, inclusive, of the Regulations of Connecticut State Agencies.
  • Assess written appraisal reports, appraisal review reports, and appraisal consulting reports to ensure compliance with the Uniform Standards of Professional Appraisal Practice (USPAP).
  • Review school courses to verify compliance with the Appraisal Qualifications Board (AQB) specifications.
  • Inspect appraised properties and related reports to ensure accordance with USPAP for various property types.
  • Audit certified or provisionally licensed individuals to ensure they meet continuing education requirements as per state statutes.
  • Compile and transmit a roster of certified appraisers and registry fees to the appropriate federal entity.
  • Write detailed investigative reports and testify at hearings and in court when necessary.
  • Provide information and technical assistance to appraisers and the public.
  • Represent the Department before groups and the media as assigned.
  • Work with and attend the Real Estate Appraisal Commission.
  • Support the regulation and oversight of appraisal management companies (AMCs) and report findings to the Appraisal Subcommittee as needed.
  • Investigate real estate complaints and cases as assigned.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Consumer Protection this class is accountable for independently performing a full range of tasks in the licensure, examination and investigation of real estate agencies, corporations, brokers and salespersons to ensure compliance with State laws and regulations.

EXAMPLES OF DUTIES

  • Examines records and operating procedures of real estate agencies, brokers and salespersons for compliance with State laws and regulations;
  • Checks licenses, examines listing contracts and sales contracts;
  • Audits escrow accounts;
  • Examines applications for licensure for compliance with State laws and regulations;
  • Reviews exam scores and educational courses;
  • Investigates complaints;
  • Interviews complainants, brokers and other individuals to obtain information;
  • Writes reports;
  • Conducts informal hearings;
  • Testifies at hearings and in court;
  • Provides information and technical assistance to real estate people and the general public;
  • Speaks before groups and the media as assigned;
  • May be responsible for special assignments, including real property securities dealers, real estate syndicate securities, collection of bad checks, apartment listing services, supervision of the issuance of licenses and the collection of fees, examination and inspection of schools offering real estate courses and licensure of land sales;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • real estate practices, including appraisal, brokerage, sales, purchases, rentals, leasing, mortgaging and real estate and syndication securities;
    • relevant state laws and regulations;
  • Knowledge of examination and investigation methods and techniques;

  • Ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in real estate brokerage, sales, appraisals or in regulatory work of the real estate industry.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Experience in the Real Estate profession.
  • Possession of a Connecticut Real Estate Appraisal license current or within the past 3 years.
  • Experience performing real estate appraisals and real estate appraisal review.
  • Experience with commercial appraisal.
  • Experience performing investigations and writing investigative reports.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
