POSITION HIGHLIGHTS
This is a full time (40 hours per week) position conveniently located in Hartford, CT, easily accessible to all major highways. 
  • LOCATION: OPM, Office of Finance
  • ADDRESS: 450 Capitol Avenue, Hartford, CT
  • WORK HOURS: Full-time, first shift, 40 hours per week
  • SCHEDULE: Monday through Friday
WHO WE ARE
We report directly to the Governor and provide information and analysis that the Governor uses to formulate public policy for the state. We also assist state agencies and municipalities in implementing the law and public policy on behalf of the people of Connecticut. We prepare the Governor’s budget proposals; implement and monitor the execution of the enacted budget; and oversee the executive branch agencies that report to the Governor.

YOUR ROLE
We are seeking an Information Technology Senior Policy Advisor to the Secretary of OPM. This is an exciting opportunity to serve as one of the State’s lead Information Technology experts, advising the Secretary and working on the Secretary's and Administration's behalf on policy matters.  This opportunity includes leading Information Technology policy and planning teams with all state agencies.  With this opportunity, you will be responsible for a substantial portfolio of Information Technology Capital Investment Program investments which is currently $730 million dollars.  Additionally, the position manages the statewide business intelligence systems/team (STARS) for its financial and human capital management systems (CORE-CT). 

In this position, you will identify, have expertise in, and be a knowledgeable resource on emerging Information Technology issues and trends and work towards developing strategic policy proposals to address such issues, work on the development of implementation plans in support of the Governor’s policy initiatives, and serve as a senior advisor to the Secretary of the Office of Policy and Management on all Information Technology policy matters.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of Policy and Management this class is accountable for developing and providing advice to the Secretary of the Office of Policy and Management on statewide policy matters and coordinating and implementing special projects relating to state governmental policies, programs, management operations and organization.

EXAMPLES OF DUTIES

  • Develop and provide advice to the OPM Secretary on statewide technology policy matters;
  • Convene and facilitate across state agencies to maximize the return on information technology capital investment program; 
  • Develop and implement an integrated set of policies governing the use of information and telecommunications systems for state agencies; 
  • Develop a series of comprehensive standards and planning guidelines pertaining to the development, acquisition, implementation, oversight and management of information and telecommunications systems for state agencies; 
  • Promote technology systems that support the state’s goals;
  • Develop, in conjunction with the State Chief Information Officer, a statewide technology plan;
  • Represent the OPM Secretary on the CORE-CT Executive Steering Committee; 
  • Establish analytics and enable the human resources and financial reporting of state agencies through the State Analytical Reporting System (STARS);
  • Conduct reviews of State agency business operations and recommend technological improvements to work processes;  
  • Administer the Information Technology Capital Investment Program; and
  • Perform related duties as required. 

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • administrative and management principles and practices;
    • relevant state and federal laws, statutes and regulations; 
    • principles and practices of public administration;
  • Knowledge of operations of state agencies and institutions;
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Considerable ability to analyze and evaluate complex policy issues;
  • Ability to
    • coordinate and implement policy development activities; 
    • prepare and present effective reports and presentations.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience with major responsibility for the review, development and administration of policy initiatives and large scale projects or programs in a large governmental organization.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in public administration or political science may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

The preferred candidate will have:
  • Experience developing and implementing Information Technology and Financial Management policy;
  • Experience leading change through strategic planning, innovation, information technology financial management, methodology and framework;
  • Experience implementing and monitoring Information Technology plans and budgets to achieve statewide goals;
  • Experience building partnerships with stakeholders and negotiating with groups internally and externally;
  • Project management experience with a focus on achieving business results within budget and project timelines;
  • A Master of Business Administration or a Master of Science in Information Technology degree; and
  • Experience working with government operations.
