DISCOVER THE OPPORTUNITY TO
- Support the Pension and Customer Relationship Management modules in Core-CT;
- Troubleshoot and resolve complex issues;
- Gather system requirements and documentation;
- Document Core-CT processes with specification documents, test scripts, and configuration documentation;
- Work with business owners to understand and test business processes;
- Implement and validate system upgrades, bugs, and fixes;
- Review system upgrade impacts on processes and procedures;
- Troubleshoot reports, analytics, queries, spreadsheets, and documents;
- Develop resource documents and training presentations;

ABOUT US
The Office of the State Comptroller (OSC) is an agency whose mission is to provide accounting and financial services, administer employee and retiree benefits, develop accounting policy and exercise accounting oversight, and prepare financial reports for the state, federal and municipal governments, and the public.
We are located in the State Office Building at 165 Capitol Avenue, Hartford, CT. This state-of-the-art building offers free garage parking, an on-site cafeteria, and ergonomic workspaces.
The Information Technology division is an inter-agency team that supports and helps maintain Core-CT, used by over 10,000 state employees for financial, human resources, and payroll functions. The division maintains and upgrades Core-CT, provides analysis, maintains the comptroller’s technical infrastructure, and is responsible for web development for the comptroller’s communication sites.

- For current state employees, salary calculations are not necessarily comparable from one of the three branches of state government (i.e. Executive, Judicial or Legislative) to the other.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Administrative Services or Office of the State Comptroller this class is accountable for functioning as a specialist assigned to professional level statewide Core-CT Enterprise Resource Planning fiscal functions including integrated financials, supply chain management or enterprise services automation modules or an assigned integrated financials support area.
EXAMPLES OF DUTIES
- Performs specialized duties relating to assigned ERP module;
- Troubleshoots and resolves complex problems;

- Maps processes to meet business needs, evaluating and redefining processes;

- Oversees development of training programs that are applicable to assigned module;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of professional experience as a business analyst operating within financial systems.
NOTE: Business analyst is defined as serving as a liaison between business units, technology and support teams interpreting the business needs of an organization and translating into application and operational requirements.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a professional capacity independently performing a full range of tasks in support of a specific module(s) within an integrated financials Enterprise Resource Planning system.
NOTE: For state employees this experience is interpreted at the level of an ERP Financials Business Analyst.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in business administration, accounting, finance, public administration or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.
- For state employees two (2) years as an ERP Financials Business Analyst may be substituted for the General and Special Experience.
PREFERRED QUALIFICATIONS
- Experience processing and reviewing transactions in the Core-CT Pension and Customer Relationship Management modules, and their integration with Human Capital Management modules.
- Experience interpreting and maintaining State of Connecticut pension and CRM principles and policies.
- Experience interpreting, analyzing, documenting, and testing business requirements to resolve complex issues.
- Experience analyzing and resolving Core-CT system issues.
- Experience communicating information to diverse populations, including verbal and written communication, presenting to large groups, and conducting training classes.
- Experience documenting system design specifications and test conditions in an IT environment.
- Experience independently resolving complex issues and leveraging a team atmosphere to address interdependent workflows.
- Experience utilizing Microsoft Teams to communicate in a team atmosphere and Microsoft Office software to develop resources and carry out general administration of work.
