The State of Connecticut, Department of Transportation (DOT), invites its qualified agency employees to apply for a Transportation General Supervisor (Maintenance) for multiple locations across the state.
Incumbents in this class must be willing to accept assignment to emergency duties, including snow and ice removal, whenever his or her services are needed; mandatory winter overtime from November 1 through April 30.

POSITION HIGHLIGHTS:
  • Schedule: Monday-Friday
  • Full-time (40 hours per week)
  • First shift (7:30 AM - 4:00 PM)
  • Locations: Winsted, East Granby, Avon, North Canaan, Litchfield, Cornwall, Southbury, Danbury, Beacon Falls, Waterbury, New Milford, Thomaston, CT. 

ELIGIBILITY REQUIREMENTS:
  • Candidates must indicate they hold a current and valid Commercial Driver's License (CDL) with tank endorsement in the "Licenses and Professional Certifications" section of the application, or they will not be considered. Applicants invited to interview will be required to produce a copy of their current valid Commercial Driver's License (CDL) Class A or B, reflecting the tank endorsement, and valid Medical Examiner's Card (MEC) at time of interview, or they will not be considered.
  • Incumbents in this class must be willing to accept assignment to emergency duties, including snow and ice removal, whenever their services are needed; to include mandatory winter overtime from November 1 through April 30. Various storm events will require employees to stay at work for the duration of the storm, which at times could be up to a period of several days, to include holidays and weekends.
  • Candidates will be required to bring a copy of their Master Application at the time of interview.
  • Candidates must show how they meet the required knowledge and experience on their application to proceed further in the hiring process.
  • Applicants invited to interview will be requested to supply a copy of their Commercial Driver's License (CDL), Class A or B, with Tank Endorsement, valid Medical Examiner's Card (MEC) and copies of their last two performance appraisals.
THE ROLE:
  • This position is responsible for overseeing a Highway Maintenance garage of various levels of Transportation Maintainers and Trans. Maint. Crew Leaders, in the repair and maintenance operations of various statewide roadways and highways. This position will cover the duties of the Trans. Maintenance Manager as required.

Selection Plan

  • In order to be considered for this job opening you must be a current State of CT employee of the agency listed above for at least six (6) months of full-time service or full-time equivalent service, absent any applicable collective bargaining language, and meet the Minimum Qualifications as listed on the job opening. You must specify your qualifications on your application.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation and the Connecticut Airport Authority this class is accountable for supervising Transportation Maintenance Crew Leaders and Transportation Supervisors and their crews in the maintenance and betterment of transportation facilities.

EXAMPLES OF DUTIES

  • Coordinates the work of the crews on maintenance, special maintenance and capital outlay work; 
  • Allocates personnel and equipment; 
  • Determines and reports on materials required; 
  • Directs establishment of lines and grades from stakes set by the engineers; 
  • Arranges through the Transportation Maintenance Manager in charge of maintenance in the district for the furnishing of, or the release of, rented equipment; 
  • During winter storms advises, directs and coordinates work as directed by the Transportation Maintenance Manager in charge of maintenance in the districts; 
  • Arranges for shifting of equipment where there are breakdowns; 
  • Arranges through the garage supervisors for required repairs to equipment; 
  • Schedules, assigns, oversees and reviews the work of staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans crew work; 
  • Establishes and maintains crew procedures; 
  • Develops or makes recommendations on the development of policies and standards; 
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; 
  • Prepares reports and correspondence; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • approved methods of maintaining and improving roads including winter road maintenance and related drainage structures including snow and ice control and removal; 
    • materials and equipment used in road maintenance and construction; 
    • relevant agency policies and procedures; 
    • relevant state and federal laws, statutes and regulations; 
  • Knowledge of first aid; 
  • Considerable
    • interpersonal skills; 
    • oral and written communications skills;
  • Ability to
    • lay out, supervise and inspect highway maintenance work; 
    • utilize computer software; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in highway maintenance.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been in a supervisory capacity.

NOTE: For state employees this experience is interpreted at the level of a Transportation Maintenance Crew Leader (Highway Maintenance) or Transportation Maintenance Crew Leader (Tree Maintenance).

PREFERRED QUALIFICATIONS

  • Experience in Highway Maintenance operations
  • Experience leading and providing direction to a work crew
  • Experience in an acting capacity as a Transportation General Supervisor (Maintenance)
  • Experience reading and interpreting blueprints and design plans
  • Experience with Microsoft Computer Applications (Outlook, Excel, Power Point, SharePoint)
  • Experience with Vendor in Place

SPECIAL REQUIREMENTS

  • Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
  • A physical examination may be required.

CHARACTER REQUIREMENTS

At State Airports: In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

1. Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
2. A physical examination may be required.

WORKING CONDITIONS

Incumbents in this class may be exposed to extremes of weather conditions, to lifting of heavy weights, to highly dangerous road and traffic conditions, to exposure to heights when working on bridges, to poison ivy, insect bites and allergy irritants during summer months, and to loud and potentially dangerous machinery.
