THE ROLE
The Environmental Compliance office is a support unit for many of the Department of Transportation’s day-to-day operations and the design and construction phases of the Department’s capital project program.
The Environmental Compliance unit provides technical support and regulatory guidance to other Department units on matters related to regulated wastes and contaminated materials. Environmental Compliance staff coordinate the environmental investigations that evaluate for the presence or extent of contaminated soil or groundwater at the Department of Transportation’s operating facilities or in advance of planned capital projects. Environmental Compliance staff also coordinate pre-construction or pre-demolition hazardous building material surveys. The Environmental Compliance office serves as the DOT’s liaison with federal and State agencies that regulate remediation and abatement activities.
Environmental compliance support is provided on matters related to the quality of stormwater associated with facilities that support the Department’s maintenance operations and transportation infrastructure in general.
The position requires considerable knowledge of contemporary techniques, concepts, and procedures employed in the field of engineering, as applied to the Department of Transportation.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation and the Connecticut Airport Authority this class is accountable for acting as a working lead who assists a supervisor in supervising a designated group of employees and/or for performing the most complex engineering or related tasks in one or more aspects of engineering projects or studies in the areas of administration, bridge design, design, drainage, electrical, foundations, hydraulics, maintenance, operations, pavement management, regulation compliance, rehabilitation, research, traffic or utilities.
EXAMPLES OF DUTIES
As a Transportation Engineer 3 (Engineering) in the Environmental Compliance Unit, you may be assigned working lead responsibility for lower-level engineers and may perform advanced environmental engineering work. Duties may include:
- Read, interpret, and implement complex environmental regulations
- Collaborate with other operating units, agencies, and outside officials regarding implementation procedure of environmental regulations, policies and procedures, and reporting functions
- Perform engineering evaluations
- Oversee soil and groundwater investigations that are conducted during the design phase of Department projects
- Develop contract documents to handle contaminated soil and groundwater issues during construction
- Provide support during construction with the implementation of environmental specifications and address construction issues
- Conduct asbestos, lead, and hazardous material surveys for bridge projects and for any structure demolitions or renovations
- Review consultant reports, invoices, and budgets
- Provide Department-wide support on matters related to the quality of stormwater associated with maintenance facilities and transportation infrastructure in general
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- principles and practices involved in transportation engineering such as bridge design, foundations, highway design, transportation facilities design, transportation planning, maintenance, drainage or hydraulics, research, pavement design, pavement management and traffic;
- operational methodologies and established policies;
- Knowledge of administrative and financial controls with respect to transportation engineering plans, contracts, projects and reports;
- Considerable

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
A Bachelor’s degree in engineering and three (3) years of experience in transportation engineering.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been at the working level in a professional transportation engineering capacity.
NOTE: For state employees this experience is interpreted at the level of a Transportation Engineer 2 (Engineering).
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- Possession of Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the Bachelor's degree requirement.
- Possession of Engineer-In-Training (EIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the Bachelor’s degree requirement.
- A Master’s degree in engineering may be substituted for one (1) year of the General Experience.
- Current incumbents in the class of Transportation Engineer 2 (Engineering) who do not possess the degree or certification/licensure qualifications as detailed on this class specification may be considered for promotion to Transportation Engineer 3 (Engineering) upon having three (3) years of experience in transportation engineering. One (1) of the three (3) years' must have been as a Transportation Engineer 2 (Engineering).
PREFERRED QUALIFICATIONS
- Possession of Engineer-In-Training (EIT) or Professional Engineer (P.E.) license
- Experience with the principles and practices of civil, transportation, and environmental engineering
- Experience with environmental regulations and guidelines pertinent to transportation projects and transportation maintenance operations
- Experience analyzing design plans and construction methodologies to identify engineering solutions for the management of excess earth materials
- Experience with industrial stormwater permitting requirements, municipal separate stormwater system regulatory requirements, and post-construction stormwater best management practices for linear projects
- Experience with preparation, review, and implementation of pollution prevention plans
- Experience with response management for releases of regulated materials
- Experience with interpersonal skills and oral and written communication skills with all levels of staff and management
- Experience supervising, evaluating, and developing improved performance of less experienced engineers
- Experience coordinating effectively and developing relationships with a diverse group of stakeholders including other Department units, consultants, towns, state agencies, and federal agencies
- Experience problem solving and recommending and implementing effective solutions in a timely manner
- Experience with Microsoft Office 365, ESRI ArcGIS, and related software
- Experience presenting complex information to diverse populations including officials, peers, members of the public and small and large groups
- Experience managing multiple projects simultaneously
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
- Incumbents may be required to travel.
WORKING CONDITIONS
Incumbents in this class may be exposed to some danger of injury or physical harm from highway or construction environments and a moderate degree of discomfort from exposure to year round weather conditions.
