The State of Connecticut, Department of Energy and Environmental Protection (DEEP) is seeking an experienced and motivated individual to join our team as a Supervising Environmental Compliance Specialist within the Bureau of Materials Management & Compliance Assurance's (MMCA) Emergency Response & Spill Prevention Division in Hartford, CT.

POSITION HIGHLIGHTS
- Full Time (35 hours per week)
- First shift, Monday through Friday with a flexible schedule available between the hours of 8:00 AM - 5:00 PM
- This is a field-based position, branched out of Hartford, CT
YOUR ROLE
CT DEEP is dedicated to conserving, improving and protecting our natural resources and the environment and increasing the availability of cheaper, cleaner and more reliable energy.
Within the MMCA, our mission is to work to ensure the proper management - handling, use, and disposal - of materials including water, wastewater, petroleum products, pesticides, mercury, Polychlorinated Biphenyls (PCBs), and wastes.
This position is within the Emergency Response & Spill Prevention Division, Licensing & Enforcement Field Operations Unit.
As assigned, this position will have the opportunity to be responsible for:
- Acting as supervisor to ensure inspections, primarily UST compliance inspections, are conducted in a safe manner consistent with applicable OSHA requirements;
- Developing logistical plans for field inspections that ensure inspection commitments are accomplished pursuant to federal grant commitments, including USEPA LUST Prevention Grant;
- Performing compliance inspections, and documenting relevant enforcement data;
- Issuing, authorizing, or recommending enforcement actions when violations are found;
- Scheduling, assigning, overseeing and reviewing work of lower-level staff;
- Prioritizing, assessing, monitoring, and managing unit workload, personnel time off, job performance, and training;
- Related activities, such as acting as a fact witness in hearings;
- Maintain and troubleshoot mechanical and electronic tools used for conducting inspections; and
- Training, leading, or supervising staff, including prioritizing, assigning and managing workloads and measuring staff performance and goals.

OPERATIONS WITHIN OUR DIVISION
Through a number of different mechanisms - outreach and education, product handling efforts and phase outs, training, and regulatory activity - the Department is working to develop better stewardship of these materials to protect environmental quality and public safety for Connecticut's current and future generations.
Nearly every day, despite preventative measures, there are incidents that threaten the environment. The Emergency Response and Spill Prevention Division is prepared to limit the risks and handle incidents ranging from a spill of a few gallons to a tanker full of petroleum liquids, from abandoned or leaking underground storage tank or unknown drums of chemicals to anthrax or chemical fire.
Releases, even small ones, can endanger public health or the environment by making the water or air unsafe. Releases of hazardous materials can contaminate surface water, groundwater or soil, impact plants, fish and wildlife and their habitat or create unsafe exposure for the general public or emergency responders. The Emergency Response and Spill Prevention Division responds 24 hours per day to emergencies that result from accidental and deliberate discharges and uncontrolled releases of oil, petroleum, hazardous wastes, and chemicals to the air, land and waterways from roadway incidents, industrials processes, oil and chemical spills, failed tanks/pipes and abandoned drums as well as biological and chemical weapons.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection this class is accountable for supervising Environmental Compliance Specialists engaged in the inspection, monitoring, data collection, evaluation and enforcement of various regulated entities.
EXAMPLES OF DUTIES
- Schedules, assigns, oversees and reviews work of staff;
- Provides staff training and assistance;
- Conducts performance evaluations;
- Determines priorities and plans unit work;
- Establishes and maintains unit procedures;
- Develops and makes recommendations on development of policies and standards;
- Acts as a liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
- Consults with facility owners, operators and consultants regarding inspection and enforcement matters to determine compliance with or sanctioning under federal and state environmental laws and regulations and, when applicable, environmental permits;
- Prepares reports and correspondence;
- Supervises compliance investigations of various sources of pollution;
- Recommends and implements corrective enforcement action as required;
- Reviews and evaluates compliance reports, Notices of Violation, orders, penalties, calculations and related materials;
- Performs compliance inspections and data gathering relevant to assignment and does related follow-up inspections and work;
- Provides expert testimony in court cases;
- Testifies at hearings;
- Develops and implements new formats and sampling techniques;
- Conducts final inspections on new and/or modified construction;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience in environmental compliance programs relevant to assigned bureau including pollution control studies, inspections and/or enforcement activities.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training in natural, chemical, biological, environmental engineering, environmental sciences or engineering technology may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's Degree.
PREFERRED QUALIFICATIONS
- Experience training, leading, or supervising staff;
- Experience communicating in person, by phone, and in writing with the public, the regulated community, and government agencies regarding Underground Storage Tanks (USTs);
- Experience conducting fieldwork independently, including UST inspections;
- Experience organizing technical information and enforcement data;
- Experience reading and interpreting statutes, regulations and reports pertaining to UST compliance;
- Experience with tank and piping construction materials for UST systems, methods of release detection and prevention including interrogating Automatic Tank Gauging (ATG) systems, and alarm system configurations;
- Experience using hand tools including crow bars and manhole lifting devices;
- Experience with environmental fieldwork safety precautions including OSHA requirements, personal protective equipment (PPE), safe lifting techniques and traffic control;
- Experience using and troubleshooting tablet computer systems containing UST inspection software; and
- Experience with databases, word-processing, or Geographic Information Systems (GIS).
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
WORKING CONDITIONS
Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions.
