Position Highlights
- This position will be based at the 79 Elm Street, Hartford, CT office, across from the historical Bushnell Park. This is a full-time (40 hours per week) position with a first shift schedule, Monday through Friday with hybrid scheduling flexibility.
- As an Environmental Analyst 2, you will:
- Conduct inspections of dams and file research to determine noncompliance with Dam Safety and other regulations and statutes;
- Conduct compliance file reviews and recommend enforcement actions pursuant to applicable agency policies;
- Prepare enforcement documents, including but not limited to, inspection reports, notices of violations, orders, approvals, and closure memorandums;
- Assess compliance with past issued enforcement actions;
- Negotiate consent orders and coordinate resolution with other state or federal agencies, as applicable;
- Represent DEEP at administrative hearings and court cases as an expert witness; and
- Perform additional related duties as required.

Within the Bureau of Water Protection & Land Reuse (WPLR), the Water Planning and Management Division’s (WPMD) mission is to monitor, assess, and restore the water quality of Long Island Sound, streams, rivers, and lakes and provide adequate instream water quantity for current and future generations. Programs revolve around state and federal programs for water quality and water quantity in our streams, rivers, lakes, and the Long Island Sound and its embayments.
In DEEP's Water Planning and Management Division, the Dam Safety Program is responsible for an array of duties in order to protect critical water infrastructure, water quality, and public health and safety.
The Dam Safety Program has jurisdiction over all non-federally owned or licensed dams in the State. The Dam Safety Program is responsible for ensuring that all jurisdictional dams in the State are operated and maintained in a safe condition in order to prevent the loss of life and/or property. The Dam Safety Program maintains an inventory of 4,000+ dams in Connecticut. In addition, DEEP is the owner of approximately 300 dams, for which we are responsible for operation and maintenance, repairs, and upgrades.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection this class is accountable for independently performing a full range of tasks in the technical review and analysis of environmental program data and issues within the environmental field, developing recommendations on courses of action and assisting with the implementation of policy and program decisions.
EXAMPLES OF DUTIES

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in a scientific or technical discipline related to the environmental field including but not limited to the biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to the biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for five (5) years of the General Experience.
- NOTE: Education may only be substituted for a total of five (5) years.
- For state employees one (1) year of experience as an Environmental Analyst 1 may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
- Experience with drafting, negotiating, or tracking environmental enforcement actions;
- Experience communicating technical information to various audiences;
- Experience in prioritizing, tracking, and completing activities or projects to meet deadlines;
- Experience in implementing enforcement policies and procedures;
- Experience with data management systems;
- Experience working both independently and in a team environment.
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
WORKING CONDITIONS
Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions.
