The State of Connecticut Department of Transportation (DOT) is now accepting applications from its agency employees for the position of Material Storage Supervisor 2 in the Office of Inventory Management, Bureau of Finance and Administration.  This position is responsible for the supervision of shipping at the Central Warehouse as well as master catalog management, training, and acting as staffing support for all Materials Management Field Operations.

DISCOVER THE OPPORTUNITY TO

  • Supervise all shipping functions at the Central Warehouse including verifying Core-CT packing slips for deliveries and physical inventory after picking is complete in collaboration with the Material Storage Supervisor 2 overseeing the Central Warehouse receiving functions;
  • Schedule, assign, oversee, and review the work of staff;
  • Function as field support floater at the twelve (12) Stores locations and Central Warehouse including the supervision of receiving, quality, and quantity inspection of all incoming supplies as needed;
  • Develop and maintain training materials for employees and provide training for appointed/hired Material Storage Supervisors and Storekeepers in the field;
  • Be responsible for Master Catalog management requiring collaboration with internal partners, including Equipment Repair, Asset Management, and Maintenance;
    • Master Catalog management includes, but is not limited to, fielding requests for new items, acting as liaison for DAS-Catalog Management to establish new items, reconciliation of catalog items to ensure no duplicates/errors, routinely reviewing stock to reduce and minimize obsolescence, etc.
  • Act as the new equipment parts coordinator requiring collaboration with internal partners including Equipment Repair;
  • Develop and maintain Standard Operating Procedures (SOPs) for evolving industry and operational needs;
  • Perform the more complex tasks of record keeping, inventory control, and receiving, etc., requiring the routine use of Core-CT and other computer software programs;
  • Perform related duties as required.
POSITION HIGHLIGHTS

  • Monday - Friday
  • Full-time (40 hours per week)
  • First shift (7:30 AM - 4:00 PM; overtime as designated/assigned)
  • Location: The position is located at the Central Warehouse at 660 Brook Street in Rocky Hill, CT.

  • The incumbent in this position reports directly to the Fiscal Administrative Supervisor (FAS) in Materials Management.
POSITION REQUIREMENTS

  • While this position is primarily located in Rocky Hill, the incumbent will be required to travel to other locations throughout the state.
  • Incumbents must be willing to accept assignments to emergency duties when required, including snow and ice removal.
  • Mandatory winter overtime occurs November 1 through April 30 each year.

PURPOSE OF JOB CLASS (NATURE OF WORK)

This class is accountable for supervising the operation of a moderate-sized warehouse (considering numbers supervised, inventory and complexity).

At the University of Connecticut this class acts as the chief assistant to the manager of the central warehouse.

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees and reviews the work of staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans unit work; 
  • Establishes and maintains unit procedures; 
  • Develops or makes recommendations on the development of policies and standards; 
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; 
  • Prepares reports and correspondence; 
  • Performs the more complex tasks of record keeping, inventory control, requisitioning, purchasing, expediting, etc.; 
  • Consults with others, plans the requisitioning of materials and supplies to achieve maximum turnover rate and control of obsolescence; 
  • Supervises the receiving, quality and quantity inspection of all incoming supplies; 
  • Verifies shipments with vendors to expedite deliveries and to process the return of unacceptable materials and supplies; 
  • Supervises the locating and method of storing of materials and supplies; 
  • Responsible for the sanitation, housekeeping, and security of storage areas and the maintenance and safety inspection of allied equipment; 
  • May place emergency or special orders; 
  • May supervise mail or duplicating operations; 
  • May be responsible for keeping the inventory of the agency's furniture and equipment; 
  • May supervise the storage and control of Federal surplus property; 
  • May enter data into a computer; 
  • May oversee courier services; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • relevant state and federal laws, statutes and regulations;
    • relevant agency policies and procedures; 
    • modern principles and practices of efficient warehousing including purchasing; 
    • modern techniques of stock record and inventory control; 
  • Skills

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of experience in stock or warehouse work or closely related work that could reasonably be expected to provide the knowledge, skills and abilities listed above.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have involved the full range of stores duties, including receiving, storing, issuing, inventorying, inspecting, etc.

NOTE: For state employees this experience is interpreted at the level of a Storekeeper.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in business administration or a related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years for an Associate's degree.

PREFERRED QUALIFICATIONS

  • Experience with staff training and coaching
  • Experience detecting issues and problem solving
  • Experience with Warehouse or Storeroom Operations
  • Experience with Core-CT or other computerized purchasing and inventory management systems
  • Customer service experience including corresponding and communicating with both internal and external customers
  • Experience with Microsoft 365 Products: Outlook, Word, and Excel
  • Possess a valid forklift certification
  • Equipment experience: Forklift, Hi-Reach Truck, Bobcat, or Payloader

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.
DEPARTMENT OF TRANSPORTATION
  • Incumbents in this class must be willing to accept assignment to emergency duties, including snow and ice removal, whenever their services are required.

PHYSICAL REQUIREMENTS

  • Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
  • A physical examination may be required.

WORKING CONDITIONS

Incumbents may be required to lift moderate to heavy weights; may be exposed to weather conditions and may be required to handle hazardous materials/chemicals.
