The State of Connecticut Department of Motor Vehicles (DMV) invites its agency employees to apply for a Motor Vehicle Examiner Specialist position in the Customer Contact Center in Wethersfield.

POSITION HIGHLIGHTS

  • First Shift, 8:00 AM to 4:30 PM.
  • Monday - Friday.

THE ROLE
The Contact Center is one of the first areas that a customer will call to obtain information. As a fast-paced high volume call center, we answer inbound calls and process customer emails on all aspects of the Department of Motor Vehicles, while providing clear, complete, and accurate information referencing agency statutes, regulation, and procedures.

The Motor Vehicle Examiner Specialist can expect to:
  • Handle inquires via incoming customer calls, emails, and letters regarding obtaining a new registration or license, help with different appointments that are offered.
  • Research and resolve issues as they may relate to vehicle registrations, title, and license.
  • Effectively communicate with others and be able to explain agency statutes, regulations, and procedures to a wide range of audiences.
  • Assist Motor Vehicle Examiners by providing answers to complicated inquiries from internal and external customers.
  • Aid the Head Examiner/Central II Supervisor during times of heavy call volume.
  • Assist in the training of new staff onboarded within the Customer Contact Center.
  • Participate in workgroups of new applications and web process that may require testing.
  • Process updates to the Customer Contact Centers SharePoint as needed.
  • Assist with state and out of state dealers, titling services on a priority phone line providing solutions to complex problematic issues.
  • Participate with advanced Title priority Branch transactions as needed.
  • Instruct Examiners on the use of Salesforce application.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Motor Vehicles this class is accountable for independently performing a combination of duties in registration and licensing functions.

EXAMPLES OF DUTIES

  • Examines and reviews forms for completeness, accuracy, legibility, and conformance with regulations;
  • Determines if transactions are subject to sales and use tax and computes amounts due;
  • Verifies proof of ownership and/or existence of encumbrances on all applications such as motor vehicle, motorcycle, bus, truck, camper, boat and miscellaneous vehicle registrations;
  • Examines certificates of title and other documents and supporting data;
  • Issues motor vehicle registrations;
  • Determines if transactions are new, transfers, class transfers or record transfers and processes accordingly;
  • Utilizes automotive manuals for verification of details on registrations;
  • Examines current suspension file to verify eligibility of applicants to receive registrations and/or operator licenses;
  • Answers questions from general public on laws, regulations, procedures and official motor vehicle forms;
  • Collects taxes and/or fees, balances cash records and prepares deposits;
  • Operates and responsible for security of assigned equipment, supplies and receipts;
  • Performs related duties as required. 
BRANCH OFFICES:
  • Deals directly with general public, performs limited restorations of driver’s licenses or motor vehicle registrations;
  • Issues boat registrations and toll plates;
  • May perform photo licensing activities;
  • Performs related duties as required.
CENTRAL OFFICES:
  • Performs as a unit specialist examining registration and title applications forwarded from branch and other areas for completeness, accuracy, legibility and conformance with Connecticut State Statutes prior to final approval for issuance of documents;
  • Researches title history on vehicles;
  • Works with DMV inspectors and/or local and state enforcement agencies;
  • Determines compliance with motor vehicle “brands” from other jurisdictions and applies them to Connecticut Certificate of Titles;
  • Issues Connecticut duplicate title certificates;
  • Issue ownership documents related to abandoned motor vehicles;
  • Researches insurance compliance issues and disputes;
  • Processes payments of civil penalties and fee adjustments;
  • May research stolen vehicles;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of clerical experience.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have involved the issuance of official documents requiring the examination of applications and supporting documentation.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.
  • One (1) year as a Motor Vehicle Examiner may be substituted for the General and Special Experience.

PREFERRED QUALIFICATIONS

  • Experience working within the Agency processing customer inquiries pertaining to licensing, registration, and official documents.
  • Experience managing and meeting deadlines with competing priorities
  • Experience collaborating with staff.
  • Experience in training employees on Agency procedures.
  • Experience in communicating and collaborating with internal units.

CHARACTER REQUIREMENTS

In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before individuals are certified for appointment.
