The State of Connecticut, Department of Public Health (DPH) is seeking a qualified individual to join our team as a
Planning Analyst. This position will serve as the preparedness training and
exercise coordinator, helping DPH to become a response-ready agency. This
individual will also work with local public health and healthcare personnel by
creating opportunities for them to develop their knowledge on emergency
preparedness and Incident Command System (ICS) principles.

The Role:
We are looking for a motivated and
experienced individual to fulfill exciting and critical work in the Department
of Public Health’s Office of Public Health Preparedness and Response. This
position will work alongside passionate and talented subject matter experts in
the agency as the training coordinator in the Planning, Training and Exercise
program.
Job duties include, but are not
limited to:
- Implement agency-wide training programs for
emergency responses to build a culture of response readiness.
- Conduct assessments and surveys
that can be used to inform development and implementation of agency-wide
training program(s) for emergency preparedness and Incident Command System (ICS).
- Work with partners in the local
public health and healthcare sectors to ensure their training and exercise
needs and wants are part of the Department’s broad-based multi-year training
and exercise plans.
- Develop and conduct agency wide
training programs directly or through vendors including developing course
content, using the agency’s learning management system, and incorporating
metrics into programs (and platforms) that can be used to objectively evaluate
efforts on an ongoing continuous quality improvement (CQI) cycle.
- Plan, develop, conduct, and
evaluate exercises following the Department of Homeland Security’s Exercise and
Evaluation Program (HSEEP) guidance.
- Prepare training and exercise
summaries and annual reports for management, leadership and grantors.
- Work with a dynamic team to
coordinate the Department’s Incident Management Team responses to public health
emergencies or events using ICS principles, serve as the DPH liaison to the
State Emergency Operations Center during statewide partial or full emergency
activations, and participate in on-call, after-hours systems established in the
section.

PURPOSE OF JOB CLASS (NATURE OF WORK)

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of experience in planning
including developing written long term plans broad in scope and having impact
on a number of operations.
NOTE: Planning is defined as collecting and
analyzing technical data (social, environmental, economic, governmental),
determining problems and concerns, and developing long-term plans accordingly.
These are formal, written plans, i.e., statements of goals and objectives,
recommended alternatives for action, and policies and programs to achieve the
goals and objectives. Generally, these plans will impact statewide activities
or a large-scale corporation which has branch or satellite facilities.
Candidates must often perform these types of duties the majority of time and
the planning function must be the major thrust of the job.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be
substituted for the General Experience on the basis of fifteen (15) semester
hours equalling one-half (1/2) year of experience to a maximum of four (4)
years for a Bachelor's degree.
- A Master's degree in
planning, public administration or a closely related field may be substituted
for one (1) additional year of the General Experience.
- Successful completion of
a Connecticut Careers Trainee program approved by the Department of
Administrative Services may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
- Skill and experience
in assessing and evaluating workforce training needs based on emergency
responses or exercises.
- Professional experience implementing training
initiatives that involve vendor management and utilization of learning
management systems.
- Professional experience convening and
collaborating with partners to develop and complete emergency preparedness
plans.
- Professional experience working within an Incident
Command Structure and background and completion of advanced level FEMA training
for public health.
- Professional experience developing written
reports, guidance documents, and technical assistance tools to standardize work
among partner organizations and improve efficiency and effectiveness.
- Professional experience developing and providing
presentations and training to a mix of target audiences, as well as experience
representing a large organization at regional, state, or national venues.
- Experience participating in an on-call system and
fulfilling planning or logistics roles during an incident command system
response.
