The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS), Office of the Commissioner is seeking a qualified individual to join our Forensic Evaluations team as a Supervising Clinician (PCN 99947). POSITION HIGHLIGHTS:
- Work Schedule: Monday - Friday
- Work Hours: Full-time, 40 hours per week
- Work Shift: First shift, 8:00 a.m. - 4:30 p.m.

WHAT YOU'LL BE DOING:
- Coordinating, scheduling, overseeing and directing staff, assuring that the regional office responds to court orders on behalf of the Commissioner, pursuant to three Connecticut General Statutes.
- Providing direct supervision to three Advanced Clinical Social Workers and one Secretary 2.
- Communicating with the Superior Court, the Department of Correction, other Department of Mental Health and Addiction Services staff and facilities, and other state and non-state agencies.
- Implementing, monitoring and contributing to adherence to relevant policies and procedures for proper operations to the region covered by the Hartford Office of Forensic Evaluations.
- Conducting evaluations and writing reports.
- Testifying in court pursuant to statutes: CGS § 54-56d, CGS § 17a-566, CGS § 17a-694

The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS), is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve.
The DMHAS Division of Forensic Services is established to implement and coordinate specially-skilled evaluation and treatment services for individuals with serious mental illness and/or substance use disorders who become involved in the criminal justice system, and to serve the courts and other components of the criminal justice system. Our efforts are intended to promote recovery and prevent or limit criminal justice system involvement to the extent possible, to promote public safety and to coordinate activities with other state and private agencies. Services within the Division span the continuum of the criminal justice system from pre-booking to end of sentence after incarceration and return to the community.
The five major components of the Division of Forensic Services provide clinical programming, specialized consultation and evaluation services, specific intervention programs to divert people from the criminal justice system and into treatment where possible, programs to help people re-enter community living successfully after a period of incarceration, and training and consultation to the criminal justice system. In all these efforts, one of our overarching goals is the decriminalization of mental illness.

- Competence to Stand Trial (CST) – CGS § 54-56d
- Substance Dependency (SD) – CGS § 17a-694
- Pre-screening for a post-conviction/pre-sentencing diagnostic evaluation at Whiting Forensic Hospital – CGS § 17a-566
- Restoration to Competence to Stand Trial – CGS § 54-56j
- Reports to the Psychiatric Security Review Board – CGS § 17a-586

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for providing supervision and direction of a clinical unit.
EXAMPLES OF DUTIES
- Schedules, assigns and oversees work of staff;
- Assists in developing unit goals and objectives;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of professional health care experience in a psychiatric setting.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been at a lead level responsible for coordinating the work of a unit or team of professionals in a psychiatric setting.
NOTE: For state employees this experience is interpreted at the level of an Advanced Clinical Social Worker for social work discipline, Head Nurse for the nursing discipline, an Advanced Professional Counselor and an Advanced Marital and Family Therapist.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's Degree in a health care field related to one of the disciplines in the Special Experience may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience in forensics.
- Experience conducting examinations, writing formal reports to and testifying in court.
- Experience providing supervision and oversight of an office or unit.
SPECIAL REQUIREMENTS
- Incumbents in this class must possess and retain a current license as a Clinical Social Worker, a licensed Marital and Family Therapist, a licensed Professional Counselor, or as a Registered Professional Nurse in the State of Connecticut. The license required for direct supervision of clinical oversight will be dictated by the functions of the assigned unit or program.
- Incumbents in this class may be required to possess certification as a clinical supervisor by the Connecticut Certification Board.
- Incumbents in this class may be required to be bilingual or fluent in American Sign Language.
- Incumbents in this class may be required to travel.
WORKING CONDITIONS
Incumbents in this class may be required to lift and restrain clients, may have significant exposure to communicable and/or infectious diseases and risk of injury and may be exposed to strongly disagreeable conditions.
