Introduction

We are seeking a versatile and hardworking individual to become the DS Director of Service Development and Support in the Department of Developmental Services (DDS), Central Office. This position, based in Hartford, involves leading all aspects of our specialty case management units and working towards continuous improvement. You will also be responsible for developing and implementing case management policies and curricula that align with our commitment to excellent service delivery. This is a full-time 1st shift position, 40 hour work week, Monday through Friday. However, must be flexible in order to meet the needs of the agency.

Key Responsibilities

  • Coordinate the specialty case management units reporting to DDS Central Office.
  • Develop and strictly implement comprehensive case management policies.
  • Build and update training curricula to ensure our team delivers flawless services.
  • Collaborate with other departments to ensure outstanding service development and support.
  • Monitor and evaluate the efficiency of case management strategies and make recommendations for improvements.
  • Lead initiatives aimed at improving service delivery and support frameworks.
  • Ensure compliance with all relevant regulations and standards.
  • Provide mentorship and support to case management staff to help them achieve their professional goals.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Developmental Services this class is accountable for directing and managing program and service development efforts of the department.

    EXAMPLES OF DUTIES

    • Directs staff and operations of a major unit intended to advance agency mission;
    • Coordinates, plans and manages unit activities;
    • Formulates program goals and objectives;
    • Develops or assists in development of related policy;
    • Interprets and administers applicable statutes and regulations;
    • Evaluates staff;
    • Maintains contacts with individuals within and outside of the agency who might impact program activities;
    • Ensures development of resources necessary to conduct training programs and provide technical assistance in implementing services;
    • Manages accounting and funding for major unit;
    • Works closely with regional and training school directors and assistant directors in service development, planning and implementation;
    • Develops budget components related to staff and service development activities, projecting costs of implementing programs;
    • Monitors and evaluates departmental implementation of programs and services to determine need for additional resources, training or support;
    • Leads the recruitment and hiring of staff, including outreach, interview and selection;
    • Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    • Considerable knowledge of

      • current trends and practices regarding provision of integrated, supportive community based services to individuals with an intellectual disability;
      • state, private and community human service programs particularly those which provide services to individuals with an intellectual disability or services needed by individuals with an intellectual disability to function in the community.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Eight (8) years of experience in the provision of human service or education programs.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Two (2) years of the General Experience must have been in a supervisory or managerial capacity with primary responsibility for planning, developing or coordinating services or programs.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
    • A Master's degree in public administration or a behavioral science such as psychology, rehabilitation therapy or social work may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

    • At least 5 years of experience as a Case Management Supervisor and 2 years of experience in a managerial position preferably focused in case management.
    • Experience working with national associations and other sister agencies focused on promoting person centered practices and techniques.
    • Familiarity with Case Management policy development.
    • Experience working with Labor and Labor Relations.
