POSITION HIGHLIGHTS
- Monday - Friday.
- Full Time, 40 hours per week.
- First Shift.
- Location: Headquarters in Newington, CT
- This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy which can be found here. Employees in their initial working test period must typically work on site in the office.
THE ROLE
The Forensic Fraud Examiner will assist the Internal Audit’s Director by performing investigations of whistleblower complaints, investigations related to theft and/or misuse of state time, equipment, and/or resources, as well as complex reviews of state and federally funded state transportation projects and programs.
The ideal candidate will have proficiency with:
- Microsoft Excel and the manipulation of large volumes of data.
- Core-CT tools, reports, and methods to extract, analyze, and reconcile financial records.
The successful candidate will also act as a liaison with other operating units, agencies, and outside officials regarding unit policies and procedures.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Departments of Revenue Services, Social Services, and Transportation, and the Office of the Attorney General this class is accountable for conducting the most complex and difficult forensic examinations of financial records in matters under investigation by the agency and law enforcement authorities.
EXAMPLES OF DUTIES
The Forensic Fraud Examiner is responsible for the following:
- Supervising and/or performing planned financial and operational audits.
- Developing and executing audit plans and programs.
- Supervising and/or performing audit test work.
- Writing audit reports, special project, and investigation memorandums.
- Reviewing audit results with operating management.
- Performing investigations of whistle blower complaints received from DOT officials, management, employees, the public and other sources to determine whether allegations of wrongdoing are valid.
- Types of investigations include but are not limited to the submission of false claims, collusion, bribe solicitation and theft of goods and services.
- Other related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience in accounting, auditing or financial examinations.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in conducting forensic financial examinations.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in accounting may be substituted for General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
- A Master’s degree in accounting or certification as a Certified Public Accountant, Certified Internal Auditor or Certified Fraud Examiner may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience auditing state and federally funded transportation programs and projects and experience with related regulations and requirements.
- Experience utilizing systems and applications to perform data extraction.
- Experience with DOT accounting practices.
- Experience using investigative interview techniques to obtain information from individuals/groups.
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
