THE TEAM
The Office of Information Systems (OIS) directs, manages and oversees the Division of Business Systems and the Division of Operational Systems to provide information technology services to its customers that effectively and efficiently support the agency’s business mission, goals, and objectives. The information technology services provided by the OIS address the dynamic requirements of the Department’s business environment and are a catalyst for the integration of new technology within the Department and the State. OIS serves as the integrator of business requirements and technical capabilities and as the Department facilitator for the dissemination of statewide technology policy and standards.

THE ROLE
The IT Data Network Communication Analyst works within the Networking Services unit providing day-to-day support to the DOT user community, supporting the DOT’s network infrastructure including: 
  • Configuration and deployment of network systems (routers, switches, wireless controllers and access points)
  • Performing network diagnostics
  • Inspecting and installing cabling
  • Coordinating the installation
  • Removal of systems and maintaining electronic records
  • May lead a project team and/or other IT staff as assigned

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency Information Technology (IT) environment this class is accountable for independently performing a full range of information technology tasks and project coordination work involving infrastructure systems support, security and application development in an IT environment.

EXAMPLES OF DUTIES

  • Designs and implements complex communications networks.
  • Diagnoses and resolves problems using network management systems and utilities.
  • Performs related duties as required.
  • Provides user support and on the spot training to users.
  • Assists in executing specific disaster recovery plans.
  • Updates and resolves/closes tickets in DOT Helpdesk system; works with other groups to resolve connection issues with LAN connected services.
  • Coordinates the installation and removal of systems with CTDOT engineers, CTDOT maintenance/repair/Bridge/Property and Facilities, district office representative/supervision, cable service vendors, wireless vendors, contractors, and other CTDOT department units.
  • Maintains and updates both digital and hardcopy records (as needed) such as MS Access database records and generate reports for analysis; update Construction Field Installations sheets; maintain and update, IPTECH maintenance, Cable vendor, Cable maintenance, IP Address, RDP connection and APC UPS status files in Excel.
  • Revises and updates data in Excel sheets and workbooks; generates and analyzes data from Excel sheets; reworks tables in workbook sheets to document, organizes and analyzes data inputs.
  • Assists SME and IT Supervision with deployment of network communications systems and upgrades, assists other groups with troubleshooting, analysis, and reports network conditions as needed to team and supervision.
  • Completes monthly mileage report through STARS application for approval by supervision; accurately maintains and documents mileage sheets.
  • Critiques and reworks network designs as needed working with SME and supervisor, surveys locations and analyzes field systems setups with equipment and infrastructure wiring orientation; consider system user experience with our department LAN and our departments long term maintenance issues with wiring and LAN communications equipment.
  • Troubleshoots network devices such as routers, switches, and access points and network ports on our LAN switches. Inspects data traffic type, utilization. and uptime. Troubleshoots connection issues with system users' devices.
  • Updates and modifies configuration templates and routine process notes.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in information technology (IT) operations, programming, systems/software development or another IT-related support area.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been performing professional information technology work in such areas as:  installation and support of microcomputer hardware, software and operating systems; analysis, design and development of information systems; network hardware and software installation and support; network hardware and/or software problem diagnosis and resolution; performing any closely related professional IT function. 

NOTE: For state employees this experience is interpreted at the level of an Information Technology Analyst 1.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in management information systems, computer science or information technology-related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience installing and maintaining software and licensing for network monitoring system applications such as SolarWinds Engineer’s Toolkit, Kiwi CatTools and Cisco Security Analytics (former StealthWatch)
  • Experience processing service orders and performing service removals with assigned cable service account representative for construction field offices and permanent CTDOT locations; maintaining service account records; updating CTDOT Accounts Payable unit with installation and removal of services; assisting Accounts Payable with payment of invoices to help resolve issues and delinquent accounts.
  • Experience configuring routers, switches and wireless controllers and wireless access points.
  • Experience with O365 (Microsoft Excel, Word, Forms, Visio, etc.) or equivalent products.
  • Experience inspecting wiring and installing appropriate Cat 5/6 cable patch cords; installing and connecting fiber cable to routers, switches and patch panels; inspecting jacks after wiring has been completed by vendor or department’s facility personnel and re-terminate as needed; use of Fluke meter (or similar) to test wire and jack connections, range distances; noise quality, patch panel ports, routers, switches, printers and servers.
  • Experience with network protocols and services, specifically DHCP (Dynamic Host Configuration Protocol) and DNS (Domain Name System), and their role in IP networking.
  • Experience with IP subnetting and addressing and experience generating subnets to accommodate host/client requirements.
  • Experience deploying, developing, reading, utilizing and updating access control lists (ACL) with routers and switches.
