THE ROLE:
- In order to ensure compliance with State Statutes and Regulations, this District Supervising Services Agent position, in the District 2 Office, supervises personnel engaged in the investigation of requests for encroachment permits on work affecting state highway rights of way and coordinates the statewide permit review and permit process in the Office of Maintenance including major traffic generator permits.
Responsibilities include:
- Conferring with and is the liaison with the districts, contractors, engineers, property owners, utilities and others concerning construction and rights of way plans.
- Checking agreements, permit applications, forms and related documents for accuracy and sufficiency.
- Reviewing and inspecting permits in compliance with related standard specifications and all applicable state and federal regulations.
- Leading and training Service Agent 2s engaged in the more complex permit applications and projects.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation this class is accountable for supervising a staff in a District Maintenance Office engaged in the investigation, issuance and inspection of highway encroachment permits, or a staff in the Office of Maintenance engaged in the completion of engineering reviews of major permit/traffic generator applications, encroachment agreements and property release concurrences.
EXAMPLES OF DUTIES
- Schedules, assigns, oversees and reviews the work of staff;
- Provides staff training and assistance;
- Conducts performance evaluations;
- Determines priorities and plans unit work;
- Establishes and maintains unit procedures;
- Develops or makes recommendations on the development of policies and standards;
- Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
- Prepares reports and correspondence.
IN A DISTRICT MAINTENANCE OFFICE:
- Supervises and coordinates the issuance of encroachment permits for all work to be done within the highway right-of-way throughout a District; this includes, but is not limited to, permits issued to property owners, public utilities, municipalities and other State agencies;
- Reviews major traffic generators and issues encroachment permits as required by the Connecticut General Statutes, as revised;
- Monitors all phases of the District permit process to ensure compliance with Department policy and procedure and compliance with General Statutes, plans and specifications;
- Performs related duties as required.
IN THE OFFICE OF MAINTENANCE:
- Provides assistance in the development and coordination of programs and activities;
- Supervises and coordinates engineering reviews of major permit/traffic generator applications with other divisions of the Department and the District Offices;
- Supervises and coordinates reviews for property lease or release concurrences;
- Supervises investigations on complex claims and complaints involving the District Offices;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- principles and practices of highway engineering as applied to construction, reconstruction, maintenance and survey;
- relevant agency policies and procedures;
- relevant State and Federal laws, statutes and regulations;
- Considerable
- interpersonal skills;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of field work in highway construction, reconstruction, maintenance and/or drainage projects or traffic control studies.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a lead capacity responsible for significant highway construction, reconstruction, maintenance and/or drainage projects or traffic control studies.
NOTE: For state employees this experience is interpreted at or above the level of a Transportation Maintenance Planner 3, Transportation General Supervisor (Maintenance) (Bridge Maintenance) (Signs and Markings), Transportation District Electrical Supervisor, Transportation Engineer 2 with lead responsibilities, Transportation Maintenance Planner 2 with lead responsibilities or Transportation District Services Agent 2.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training in engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
PREFERRED QUALIFICATIONS
- Extensive experience of the complete permitting process as it relates to the Right of Way.
- Experience enforcing all relevant Federal and State regulations and agency policies.
- Experience and knowledge with all aspects of working within the Right of Way.
- Experience with the MUTCD, OSTA, Permit regulations and the Departments Utility accommodation manuals.
- Extensive experience on the different responsibilities of various units within the agency.
- Extensive experience of the various programs and software used in the permitting process.
- Experience commenting on, or revising policy, regulations and procedures.
- Experience and knowledge of State contracting and agreement requirements and processes.
