ABOUT US
The DCP's Gaming Division is responsible for regulating legal gambling programs in Connecticut, which is comprised of casinos, lottery, iLottery, Off-Track Betting (OTB), retail sports wager & online sports wagering, online casino gaming, and fantasy contests. This is accomplished through a rigorous program of game and system approvals, licensing, inspections, monitoring, audits, and investigations which are conducted to best safeguard consumer interest and integrity of the gaming process.
POSITION RESPONSIBILITIES
The DCP's Gaming Division is responsible for regulating legal gambling programs in Connecticut including tribal casinos, lottery, Off-Track Betting, retail sports wagering, online sports wagering, online casino gaming, iLottery, and fantasy contests. This position is critical to the DCP’s mission as the Lead Special Investigator will be accountable for acting as a working supervisor for Special Investigators engaged in conducting investigations in accordance with Connecticut General Statutes, Public Act 21-23. Additionally, this position will work collaboratively with the Gaming Law Enforcement Officers and division supervisors on gaming initiatives to enforce regulatory requirements as well as investigations of violations of state laws and regulations. This position will also have the responsibility for supporting all aspects of programmatic efforts including, but not limited to:
- Conducting investigations of licensee complaints, frauds, and abuse in concert with division criminal investigators and outside law enforcement;
- Conducting vulnerability assessments of electronic wagering platforms;
- Detection and prevention of underage and illegal gambling;
- Assembling investigative reports for legal and administrative hearings;
- Supporting internal and external liaisons with other DCP Gaming and agency employees, industry stakeholders, licensees, and the general public
- Performing other related duties as assigned.

POSITION HIGHLIGHTS

- Full-time (40 hours per week)
- First shift (7:30 AM - 4:00 PM, may include work on evenings and weekends)
- Location: 450 Columbus Boulevard in Hartford, CT

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for acting as a working supervisor for Special Investigators engaged in conducting investigations related to alleged violations of state laws and regulations or sudden and unexplained deaths.
EXAMPLES OF DUTIES
- Plans office workflow and determines priorities;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of investigatory experience in health care, insurance claims, law enforcement or a regulatory field.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been at the level of a Special Investigator.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in law enforcement, health care or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience investigating multiple gaming disciplines, including sports wagering, video facsimile machines, lottery, casino, keno, online gaming, daily fantasy contests, or parimutuel betting
- Experience with drafting or implementing gaming state statutes, regulations, and technical standards
- Experience serving as a witness or presenting evidence in legal or administrative hearings
- Experience in leading a team involving regulatory or legal compliance
- Experience delegating and assigning work
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
