The State of Connecticut Military Department (CTMD) is accepting applications for a Payroll Officer 1 position located in the Governor William A. O'Neill Armory, located in Hartford, CT.

POSITION HIGHLIGHTS:
  • First-shift
  • 40 hours per week
  • Monday through Friday, 8:00am - 4:30pm
  • In-state travel may be required

  • THE ROLE:
    This position is located within the Headquarters of the Connecticut Military Department consisting of CT Army National Guard, the CT Air National Guard, and State Militia.  This position reports directly to senior management, and is a bargaining unit position with oversight and responsibility for the efficient and effective operations of the agency's State financial operations in coordination with the USPFO (United States Property and Fiscal Office).  This includes oversight, supervision, management, training and coordination of State employees in Hartford and outlying locations, as well as (Federal) Grants/Awards, Accounts Payable, Accounting, Budgeting, Procurement, Asset Management, Payroll and Mailroom staff.  There may also be some training necessary of Federal staff as it pertains to State business policies and procedures (purchasing and procurement, allowable reimbursement expenses, contract (lease/rental) management, etc.)   As a direct report to senior management, this position has oversight, supervision, management and training of State employees in Hartford and outlying locations other than the William A. O'Neill Armory in Hartford.  See DAS GENERAL LETTER 115, regarding vehicle use.

    (1) To support the CT National Guard enabling the National Guard to provide ready units for Federal or State requirements;
    (2) To train, resource and coordinate state emergency response assets, and;
    (3) To plan for and protect citizens and their property in times of war, terrorism, invasion, rebellion, riot or disaster.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state agency, facility or institution this class is accountable for supervising a small payroll operation or assisting in supervising a moderate to large size payroll operation.

    EXAMPLES OF DUTIES

    • Schedules, assigns, oversees and reviews work of staff;
    • Provides staff training and assistance;
    • Conducts performance evaluations;
    • Determines priorities and plans unit work;
    • Establishes and maintains unit procedures;
    • Develops or makes recommendations on development of policies and standards;
    • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
    • Prepares reports and correspondence;
    • Reviews accuracy of payroll including shift differential payments, annual increases, collective bargaining increases, retirement calculations, workers compensation benefits and revisions for attachments;
    • Prepares or closely supervises more complex portions of a payroll such as retroactive payments or garnishments;
    • Supervises reconciliation of payroll deductions and coding of payroll expenditures;
    • Supervises maintenance of time records including issuing semi-annual leave balances;
    • Supervises control and distribution of paychecks;
    • Answers employees questions relating to payroll;
    • May compile payroll expenditure data for budget preparation;
    • May provide information and process paperwork regarding employee fringe benefits;
    • Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    • Considerable knowledge of
      • relevant agency policies and procedures;
      • and ability to apply relevant state and federal laws, statutes and regulations;
    • Knowledge of
      • and ability to apply state payroll policies and procedures;
      • uses of office machinery used in accounting work;
      • governmental accounting as it applies to payroll;

      • skill in performing arithmetical computations;
    • Supervisory ability.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Five (5) years of experience in complex clerical work in accounting or payroll.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Two (2) years of the General Experience must have had payroll preparation as the principal responsibility.

    NOTE: For state employees this experience is interpreted at the level of a payroll clerk.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.

    PREFERRED QUALIFICATIONS

    Preference will be given to candidates with the following:
    • At least 2 years of general payroll experience
    • Experience as a supervisor or in a lead role
    • Experience performing payroll and benefit functions for 3 or more bargaining units
    • Experience with 3 shift operations
    • Utilization of PeopleSoft (CORE-CT) Payroll module, E-Benefits and benefits billing modules, Enterprise Performance Management (EPM), or Statewide Analytical Reporting System (STARS) to prepare and analyze payroll reports
    • Experience processing open events in an On Demand and BAS activity (State employee Core-CT)
    • Experience entering and auditing timesheet records in PeopleSoft (Core-CT)
    • Understanding of time and labor coding and leaves, such as WC, FMLA and Military (partial pay and active duty pay) to include both paid and not paid and how they affect benefits
    • Experience calculating and processing additional payments such as longevity, merit bonuses, retroactive, retirement accruals, and termination payouts
    • Experience responding to employee inquiries regarding benefits and compensation information
    • Experience meeting multiple deadlines for competing priorities
    • Experience using Microsoft 365 (Word, PowerPoint, Outlook, Excel and Teams)

    SPECIAL REQUIREMENTS

    Persons having responsibility for supervising or observing the behavior of inmates or custodial individuals will be required to possess a high school diploma or General Educational Development (GED) certification by the time of permanent appointment.
