This class is responsible for assisting the Toll Operations Manager in managing, directing, controlling and administering Delaware's toll plaza operations.
Nature and Scope
Class incumbents report directly to the Toll Operations Manager and ensure the State’s toll plaza operations are effectively managed, staffed, and operated in accordance with applicable laws, rules, regulations, standards, policies, and procedures. Manages statewide toll plaza operations through subordinate supervisors. Class incumbents identify operational, fiscal, and procedural problems and develop solutions to ensure efficient and uniform toll revenue collection, reporting, and safeguarding. Work assigned also includes developing budgets, fiscal forecasting, and creating long-term and short-term operational plans and projections. Incumbents in this class also investigate disciplinary actions and act as grievance hearing officers.

Manages statewide toll plaza operations to ensure effectiveness, efficiency, and uniformity.
Supervision is exercised over two or more merit full-time positions per the Merit Rules. The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, recommending hire/fire and discipline.
Develops plans and strategies to ensure the proper mix of toll lanes is available as the payment mix changes over time and new payment methods are implemented.
Performs financial analysis to compile, analyze, and interpret financial data to ensure effective and efficient collection of toll revenues.
Develops budgets, analyzes financial data, and makes long-term and short-term operational plans and projections.
Forecasts the future operational, staffing and procedural needs of the State’s toll plaza operations.
Develops and implements policies and procedures to improve effectiveness of toll plaza operations and minimize the loss of revenue from toll violations.
Conducts investigations into disciplinary actions; serves as grievance hearing officer.
Represents the State on multi-jurisdictional committees related to toll collection and electronic payment systems.
Ensures plaza operations are well supported by having current outside vendor contracts available for cash handling, credit card, processing, lane maintenance, insurance and others as necessary.

Skill in analyzing and interpreting data, developing solutions, and preparing reports on data analyzed.

Job Requirements
JOB REQUIREMENTS for Assistant Toll Operations Manager Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Three years experience in budget development which includes analyzing financial data and making long and short range plans and projections.
Three years experience in compiling, analyzing and interpreting financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.
Three years experience in managing a cash collection and receipting operation which includes planning, directing, coordinating and implementing the collection, deposit, reconciliation, and reporting of revenues.
Three years experience in interpreting laws, rules, regulations, standards, policies, and procedures.
Six months experience in narrative report writing.
Six months experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
