Summary Statement

An incumbent in this class is responsible for managing and directing the Bureaus of Personal Tax Systems, Personal Income Tax Audits and Investigations and Inheritance Tax.

Nature and Scope

The class incumbent reports to the Director of Revenue and has overall responsibility for the direction, control and management of all aspects of personal tax operations to include income tax processing, tax advisory notices and provisions of tax assistance to the general public and practitioners; personal income tax audits and investigations to include civil and criminal audits on individuals; inheritance tax to include the administration and enforcement of inheritance and estate taxes. In addition, the incumbent is responsible for developing goals and objectives for the various sections and ensuring managers have the resources to effectively manage operations.

  • Plans and directs the re-engineering of manual and computer systems in the areas of personal tax processing to ensure the division is automating, simplifying and improving processes as needed.
     
  • Oversees and authorizes the development and implementation of new or revised audit and investigative and tax processing programs.
     
  • Plans and implements special studies designed to analyze the information system and makes recommendations to improve effectiveness of the system. Develops new operating methods and suggests legislative changes in order to simplify and make tax statues more equitable.
     
  • Directs the overall operations of the reporting bureaus by developing goals and objectives and performance measures.
     
  • Participates in the analysis of current tax law to identify potential obstacles to economic development in the State and drafts proposed changes to overcome these difficulties.
     
  • Develops and participates in programs designed to communicate and educate citizens and tax professionals regarding tax law requirements, compliance and audit programs.
     
  • Oversees the design of personal income and inheritance forms and conducts training on their application to each of the functions.
     
  • Conducts meetings with taxpayers prior to any formal or administrative appeal to explain the Division's position and, if possible, resolve the issue.
     
  • Provides guidance and general direction to staff, evaluates performance based on conformance with mission of Division.

Job Requirements

JOB REQUIREMENTS for Assistant Director Office of Personal Taxes
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Accounting, Business Administration, Economics, Finance, Business Management, Computer Information Systems or related field.
  2. Three years experience in auditing financial records and documents in accordance with Generally Accepted Auditing Standards, including assessment of internal and external controls.
  3. Three years experience in analyzing personal or business records to determine tax liability in accordance with federal or state tax laws, rules, regulations, standards, policies and procedures.
  4. Three years experience in interpreting federal tax code.
  5. Six months experience in managing information systems.
  6. Six months experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
  7. Knowledge of budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
