The class incumbent is responsible for coordinating the on going fiscal and legislative research in support of the General Assembly, providing analysis and evaluation of evolving issues, legislation, policies and programs.
Nature and Scope
The class incumbent functions under the direction of the Controller General. Issues are varied and include fiscal, budgetary, programmatic, regulatory, management, personnel and all operational areas as related to State government. Issues must be analyzed, alternatives developed and implications identified to provide accurate and timely evaluation to the Controller General committees and members of the General Assembly. Many activities are extremely sensitive and confidential in nature and have significant impact on the policy and operation of State government. An incumbent in this position serves a dual role in providing staff support and analysis of assigned agencies and departments and coordinating the efforts of other analysts assigned to agencies and departments in order to provide a uniform, cohesive response to the Legislature. At the direction of the Controller General, the incumbent may be delegated responsibility for working with various members, committees and caucusses in the House and Senate and may be empowered for final decision making authority in certain areas. Additionally, an employee in this class may be authorized to represent Legislators on official committees and task forces, may sit on the Clearinghouse as the official representative of the Controller General, and may coordinate major tasks within the unit such as Financial Disclosure reporting.

Provides detailed, thorough research and analysis of varied legislative issues assigned.
Conducts in-depth review of Agency and Department budgetary submission to advise the Controller General, General Assembly members and Joint Finance Committee participants in the compilation of the Budget.
Maintains a current awareness of all issues being developed by the office staff to provide a unified, cohesive, consistent approach and direction by the unit.
Represents the Controller General, when delegated, on official committees and task forces.
Assumes the lead role in coordinating the development of policy analysis and recommendations for use by the Controller General.
Researches, analyzes, develops and edits the Budget Epilogue to provide the Controller General, the Joint Finance Committee and General Assembly with a document precisely reflective of legislative intent.
Represents members of the Legislature, as assigned by the Controller General, on various committees, task forces, etc., to properly input their views, opinions and positions on applicable issues.

Ability to coordinate the multi-discipline varied programmatic, budgetary regulatory and management issues developed by the Office of the Controller General.

Job Requirements
JOB REQUIREMENTS for Director of Operations Office of the Controller General
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Three years experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control.
Three years experience in public policy administration which includes overseeing and directing the development, implementation and evaluation of public policies.
Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
