The class incumbent assists in managing of marketing advertising, operational and security programs for the Video Lottery product lines with licensed video lottery agents, vendors and other state agencies.
Nature and Scope
The class incumbent reports to the Video Lottery Operations Manager and directs and coordinates Video Lottery game development, expansions and game changes, with vendors, agents and central computer system operating personnel. Work involves coordinating the design and implementation of a video lottery progressive system, approving gaming layout, types of machines and mix of games. Authorizes new machines and game changes for existing machines. A significant aspect of the work involves oversight of the video lottery security program by monitoring agents' adherence to established internal controls and procedures, designing and conducting communications audits, marketing and security of the video lottery games. The incumbent works with contracted game testing companies to ensure vendors' games comply with law and the Video Lottery Rules and Regulations. A significant aspect of the work involves working closely with track management, vendors and their employees to review, evaluate and document expansion and game change requests from agents and, if needed, orders additional terminals and/or requested game changes for existing terminals.

Manages the video lottery product line by approving and overseeing the implementation of marketing and advertising strategies developed by video lottery agents and vendors.
Negotiates, plans and coordinates the operation of video lottery games with licensed agents, vendors, and other state agencies.
Manages the compliance of video agents and vendors. Recommends improvements for the effective operation and proper security of games and equipment.
Conducts on-site visits to track to determine the effectiveness of regulations and ensure vendors are operating effectively. Notify agents and vendors of operating concerns.
Oversee and approve agents' marketing and promotional programs for suitability and compliance. Ensure promotional and advertising materials are not misleading and do not adversely reflect on the State, agents or citizens of Delaware.
Recommends improvements for the effective operation and proper security of games and equipment.
Develop proposed solutions and action plans to improve operations and security of video lottery games and equipment and present to superiors. Recommends policies, procedures, product lines and strategies to improve product effectiveness and increase revenues.
Works with Lottery Information Systems staff to ensure video lottery games operate during scheduled hours.
Identifies security and reporting requirements necessary for the effective management and operation of the lottery video program.
Prepares various reports for use in managing operation of the lottery video program.
Maintain and support an effective public relations program with the general public regarding the video lottery program operations.

Job Requirements
JOB REQUIREMENTS for Video Lottery Assistant Operations Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Three years experience in computer security, electronic data security or conducting investigations.
Three years experience in ensuring compliance with laws, rules, regulations, standards, policies, and procedures.
Six months experience in program evaluation which includes evaluating programs and services to identify problems, determine compliance and evaluate the effectiveness and efficiency to ensure program goals and overall objectives are met.
Six months experience in recommending alternatives, improvements, courses of action and other changes based on findings.
Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
