Summary Statement

An incumbent in this class is responsible for planning, developing, coordinating, and integrating financial reporting and internal control functions at the state level.

Nature and Scope

An incumbent reports to the Deputy Director of the Division of Accounting and manages financial reporting and internal control functions at the state level. A significant aspect of the work assigned to an incumbent is responsibility for overseeing the preparation of the Annual Comprehensive Financial Report (ACFR). Work also includes developing, implementing, and monitoring accounting, financial reporting, and internal control policies and procedures at the state level; providing guidance to state agencies in the interpretation and implementation of accounting, financial reporting, and internal control policies and procedures; and supervising ACFR preparation and Internal Control staff at the Division of Accounting.

  • Plans, develops, coordinates, and integrates financial reporting and internal control functions at the state level.
  • Oversees the preparation of the State’s Annual Comprehensive Financial Report. 
  • Establishes long and short-term goals, objectives, and priorities concerning accounting, financial reporting, and internal control in accordance with the overall mission and strategic plan of the Department of Finance and the Division of Accounting.
  • Develops, implements, and monitors accounting, financial reporting, and internal control policies and procedures at the state level. 
  • Prepares statewide implementation plans for GASB pronouncements and state and federal legislation impacting Internal Controls and/or financial reporting requirements. 
  • Provides guidance and direction to state agencies in the interpretation and implementation of accounting, financial reporting, and internal control laws, rules, regulations, standards, policies, and procedures.
  • Ensures compliance with accounting, financial reporting, and internal control policies and procedures by directing site visits of state agencies. 
  • Oversees the training and development of state organizations in accounting, financial reporting, financial information, and internal control policies and procedures. 
  • Supervision is exercised over at least two or more merit full time positions per the Merit Rules. The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, recommending hire/fire and discipline.

  • Knowledge of Governmental Accounting Standards Board (GASB) and Generally Accepted Accounting Principles (GAAP) as they apply to government organizations and financial reporting.
  • Knowledge of governmental accounting and auditing procedures, laws, rules and regulations used by the state, federal agencies and local governments.
  • Knowledge of the principles and practices of public administration.
  • Knowledge of state accounting, financial management, payroll and budget systems.
  • Knowledge of the methods of instruction used in staff training and development.
  • Skill in managing financial reporting and internal control functions at the state level.
  • Skill in developing, implementing, and monitoring financial reporting and internal control policies and procedures at the state level.
  • Skill in analyzing state and federal legislation, policies and procedures concerning accounting, financial reporting, and internal control.
  • Skill in the principles of risk management, assessment and statistical sampling techniques as it relates to an internal control framework.
  • Skill in establishing goals, objectives and priorities in accordance with an organization’s overall mission.
  • Skill in project management.
  • Skill in preparing financial reports and narrative report writing.
  • Skill in conducting in-depth, comprehensive analysis of financial systems to identify accounting control risks and weaknesses, identify variances, trends and discrepancies.
  • Skill in principles and practices of staff supervision.
  • Skill in establishing and maintaining effective working relationships with individuals in state, local and federal government agencies as well as various internal and external auditors.

Job Requirements

JOB REQUIREMENTS for Manager of Financial Reporting & Internal Control
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Accounting, Business Administration, Economics, Finance, Business Management, Computer Information Systems or related field.
  2. Three years experience in governmental or not-for-profit accounting which may include but is not limited to analyzing, recording, and reporting financial transactions for government organizations in compliance with State and Federal laws, rules, regulations, principles, or standards. 
  3. Three years experience in preparing or auditing financial statements such as balance sheets, statement of net assets, profit and loss statements, statement of revenues and expenditures and changes in fund balances.
  4. One year experience in developing financial policies and procedures.
  5. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
