This class is responsible for the management of a section within an agency that provides support of custom technology applications utilized by the criminal justice community and its partners to allow for the efficient and effective operation of the Delaware Criminal Justice Information System (CJIS).
Nature and Scope
This class functions under the supervision of the Executive Director of the Delaware Criminal Justice Information System (DELJIS). An incumbent in this position is responsible for the supervision of the agency’s Operations staff, consisting of user support (help desk), e-Crash validations, FOIA coordination, and administrative functions. An incumbent in this position would have frequent interaction with all DELJIS user agencies, partners, and staff.

Provides supervision of technical experts that deliver support to system users of all complex system applications of DELJIS including, but not limited to, the Law Enforcement Investigative Support Suite (LEISS) which encompasses Complaint Reporting, Warrant Reporting, e-Warning, and e-Crash; the Criminal Justice Information System (CJIS); and web portal applications including e-Ticket, Criminal History Case Management, AG Intake Scheduling, amongst others.
Ensures employee performance is maximized to provide efficient and effective operations that align with agency goals and priorities through the implementation of new/revised policies and procedures.
Provides adequate and related training for new hires and current staff to ensure maximum performance standards and assists in determining adequate staffing levels.
Conducts meetings with staff and users to discuss work in progress, anticipated needs, and problems.
Reviews and prioritizes user requests to determine capability and feasibility of changes with the existing operating system and if changes need to be accomplished through enhancement of the system's current information or through additional development.
Prioritizes and submits requested system enhancements/changes from users to Engineering Team for necessary review and programming changes.
Tests complex computer programs to ensure conformance to user needs and requirements when technical issues arise.
Informs DELJIS users and staff of system operations problems, changes, corrections, and enhancements.
Prepares reports upon request for system information and data. Maintains records regarding system operation problems.
Coordinates all Freedom of Information Act requests and responses.
Supervises merit, non-merit and contractual staff. The elements of supervision include planning, assigning, reviewing, evaluating, training, recommending hire/fire and discipline.

Job Requirements
JOB REQUIREMENTS for DELJIS Operations Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
Three years' experience in interacting with criminal justice organizations including law enforcement, courts, correction, parole boards, community groups, or local governments.
Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
Six months experience in developing and implementing policies and procedures in support of agency mission and objectives.
Knowledge of maintaining a criminal justice information system which includes communicating system operation problems, participating in the development of changes, corrections, enhancements, new features, and determining the feasibility of such.
